Interinstitutional relations
As a political assembly of holders of a regional or local electoral mandate, the role of the Committee of the Regions (CoR) is to advise the three European institutions responsible for drawing up and adopting the European Union's legislation.

Close cooperation with these institutions is thus vital for the CoR's political activity. To that end, the CoR adopts recommendations on draft legislation, but it also acts upstream at the earliest stages by proposing new policy approaches drawn from local and regional experience and expertise.
Interinstitutional relations centre on the legislative programme drawn up in the context of the strategic planning of the European Commission and the Council presidencies, the CoR's political priorities and the interinstitutional calendar.
The purpose of this programme is to help boost the impact of CoR opinions in politically important fields where the CoR can inject the added value of the local and regional dimension into EU policy making.
