​2nd CoR conference on sub-national public finances

Many EU Member States are gradually transferring their fiscal and budgetary responsibilities to their regions and cities, which are increasingly feeling the impact of deeper European economic and financial governance.
Regional and local authorities are responsible for approximately one third of all public expenditure and two thirds of all public investment in the EU, with both of these figures increasing significantly over the past decade. Moreover, regions and cities play a leading role in terms of implementing and co-financing EU programmes, particularly the European Structural and Investment Funds.
Against this background, the Committee of the Regions (CoR) organised its second conference on the state of sub-national public finances. The conference discussed two key issues:
  • EU economic governance, the Europe 2020 strategy and the impact on regional and local budgets;
  • Trends in fiscal decentralisation and sub-national public finances and investment.
