The last two and a half years have been extremely tough and challenging. Governors, Presidents of Regions, Mayors, Regional and Local Councilors were the first called upon to help people, saving European lives, communities, businesses, jobs and economies. And even in the most difficult situations, we never lost sight of our commitment to working for our Union, its local and regional governments and – most importantly – for all Europeans.

Inspired by the European Year of Youth 2022, the CoR trainees of Autumn 2021 travelled to rural areas to interview young people regarding their realities facing the digital gap. The plan was to raise awareness about the realities faced by rural youth, by passing the mic to these young people to share their views and reach their peers living in urban areas. As the European Commission is pushing towards more digitalisation for all sectors and (public) services, the question of equity comes into perspective. This YFactor also attempted to highlight questions about how the EU can plan for policies considering (young) people facing the digital gap and what steps need to be made to assure that every citizen will have access to online services regardless of their geographical location. The final report contains the highlights of the project and summarises all the relevant data, from EU policies on Digitalisation, Rural Areas and Youth, to the points raised by young people during the interviews and some initial conclusions. Κατά τη διάσκεψη κορυφής της Ευρωπαϊκής Επιτροπής των Περιφερειών στη Μασσαλία, στις 3-4 Μαρτίου 2022, οι περισσότεροι από 2000 εκπρόσωποι τοπικών και περιφερειακών αρχών της Ευρωπαϊκής Ένωσης, οι οποίοι εκπροσωπούν πάνω από ένα εκατομμύριο δημάρχους, τοπικούς και περιφερειακούς εκλεγμένους πολιτικούς ηγέτες, στέκονται ομόφωνα στο πλευρό του λαού της Ουκρανίας.

This report is published on the occasion of the 9th European Summit of Regions and Cities in Marseille, France, on 3 and 4 March 2022. It presents results from more than 130 local, cross-border and EU-wide events, which the European Committee of the Regions (CoR) held in cooperation with cities, regions and non-governmental organisations in 2021 and early 2022 in the context of the Conference on the Future of Europe. The latter has provided the opportunity for citizens to interact with politicians across different levels of government and express their aspirations for Europe’s future. As the assembly of locally elected politicians, the CoR believes that if democracy is to be strengthened it is high time new models of dialogue and deliberation with citizens were established.

Η ομάδα υψηλού επιπέδου για την ευρωπαϊκή δημοκρατία, υπό την προεδρία του πρώην Προέδρου του Ευρωπαϊκού Συμβουλίου Herman van Rompuy, ενέκρινε την τελική έκθεσή της. Η έκθεση αυτή θα ενσωματωθεί στη συμβολή των τοπικών και των περιφερειακών αρχών στη Διάσκεψη για το Μέλλον της Ευρώπης.

Once a year, the Secretary General of the European Committee of the Regions submits to the Plenary Assembly a report on the impact of the work of the CoR over the past calendar year. Based on the three political priorities: ‘Bringing Europe closer to its people’; ‘Building resilient communities’; and ‘Cohesion, our fundamental value’, this report is published for the first time during the January Plenary.
