Vides, klimata pārmaiņu un enerģētikas komisija (ENVE) atbild par Reģionu komitejas darba koordināciju šādās ar Eiropas zaļo kursu saistītās jomās: vide, bioloģiskā daudzveidība, aprites ekonomika un nulles piesārņojums, klimata pārmaiņas, enerģētikas un kosmosa politika. ENVE komisija atbild arī par darba grupu “Zaļais kurss vietējā līmenī” un citiem tīkliem un platformām, piemēram, par Pilsētas mēru pakta valstu sūtņiem, RK Klimata pakta sūtņiem un Nulles piesārņojuma jautājumos ieinteresēto personu platformu. Globālā līmenī ENVE komisija uzņemas vadošu lomu gadījumos, kad RK piedalās ANO konferencēs par klimata pārmaiņām un biodaudzveidību.

Par ENVE

Vides, klimata pārmaiņu un enerģētikas komisija (ENVE) atbild par to resursu un instrumentu sagatavošanu un nodrošināšanu, kas vajadzīgi, lai Komiteja varētu pilnvērtīgi pildīt padomdevējas lomu Eiropas Savienības leģislatīvajos un politiskajos procesos.

ENVE komisija atbalsta Reģionu komiteju politisko vēstījumu sagatavošanā šādās ar Eiropas zaļo kursu saistītās jomās:

  • klimata pārmaiņas
  • enerģētika
  • Eiropas Savienības kosmosa politika
  • biodaudzveidība
  • aprites ekonomika
  • nulles piesārņojums.

Personāla komanda palīdz locekļiem sagatavot ENVE atzinumus un atbalsta politiskos procesus Birojā un plenārsesijās. Tās pārziņā ir arī atbalsts pārraudzības un ietekmes novērtēšanas pasākumiem. Personāls atbild par ENVE komisijas sanāksmju un ārējo pasākumu rīkošanu attiecīgajās politikas jomās.

Darbība

Darba grupa “Zaļais kurss vietējā līmenī”

ENVE komisija koordinēdarba grupu“Zaļais kurss vietējā līmenī”. Šīs RK komisiju iniciatīvas mērķis ir Eiropas zaļā kursa centrā izvirzīt pilsētas un reģionus, galu galā cenšoties nodrošināt, ka ES ilgtspējīgas izaugsmes stratēģija pārtop tiešā finansējumā pilsētām un reģioniem un konkrētos Eiropas Savienībā īstenotos projektos. ENVE komisija arī piedalās ar darba grupu saistītajā kampaņā “Zaļais kurss vietējā līmenī”.

3. darba grupa

ENVE komisija koordinē 3. darba grupu, kura palīdz darba grupai “Zaļais kurss vietējā līmenī”. 3. darba grupas galvenais uzdevums ir gādāt par koordināciju starp visām komisijām, politiskajām grupām un komunikācijas dienestiem. Šajā procesā 3. darba grupa nodrošina efektīvu saziņu un ar zaļo kursu saistītā RK leģislatīvā darba saskaņotību.

Citi tīkli un platformas

ENVE komisija atbild arī par pasākumiem kas saistīti ar Pilsētas mēru paktu – iniciatīvu, kuras mērķis ir vietējo un reģionālo pašvaldību iesaiste centienos panākt labāku klimata un enerģētikas politikas pasākumu īstenošanu.

ENVE komisija ir iesaistītaEiropas Klimata paktā, kura mērķis ir dot iedzīvotājiem iespēju veidot zaļāku Eiropu. RK locekļi tiek aicināti šajā iniciatīvā piedalīties kā RK Klimata pakta sūtņi. Ar projektu “CoR 4 Climate Pact” (RK – par Klimata paktu), RK palīdz Reģionu komitejas Klimata pakta sūtņiem rīkot vietējos pasākumus ar mērķi vairot izpratni un paātrināt vietējo klimatrīcību.

ENVE komisija līdztekus Eiropas Komisijai ir arī viena noNulles piesārņojuma jautājumos ieinteresēto personu platformaspārvaldniecēm. Šī platforma izveidota, lai dialogā ar dažādu kopienu un ekspertzināšanu jomu, tostarp vietējo un reģionālo pašvaldību pārstāvjiem, tiektos uz nulles piesārņojuma mērķiem.

ENVE iesaiste globālā līmenī

Globālā līmenī ENVE komisija uzņemas vadošu lomu gadījumos, kad RK piedalās ANO konferencēs par klimata pārmaiņām un biodaudzveidību. ENVE komisija atbild par RK delegācijas koordinēšanu Apvienoto Nāciju Organizācijas Vispārējās konvencijas par klimata pārmaiņām Pušu konferencēs. ENVE komisija arī koordinē RK ieguldījumu Konvencijas par bioloģisko daudzveidību Pušu konferencēs. Šajā saistībā viens no jaunākajiem ENVE sasniegumiem ir RK ieguldījums centienos izstrādātEdinburgas deklarācijupar globālās biodaudzveidības satvaru laikposmam pēc 2020. gada. Minētajā deklarācijā uzsvērta daudzlīmeņu pārvaldības nozīme globālā mērogā.
