Better Regulation and Active Subsidiarity

Active subsidiarity and multilevel governance are key principles and fundamental features for the EU functioning and democratic accountability.

Local and regional authorities play an essential role when it comes to formulating and implementing EU policies. Therefore, the EU must involve cities and regions better and more strategically in all the decision-making processes and at all stages of the policy-making cycle.

To keep up with the latest Better Regulation agenda developments and to follow up on the results of the Conference on the Future of Europe and the 9th European Summit of Regions and Cities, the CoR Bureau  enlarged the Subsidiarity Steering Group into the Better Regulation and Active Subsidiarity Steering Group (BRASS-G).

In order to enhance the role of local and regional authorities in the European democracy and promote the territorial dimension of EU policy and law-making, the BRASS-G aims to:

  • Strengthen the strategic orientation and coordination of the CoR Better regulation instruments
  • Enhance the CoR's contribution to the EU Better Regulation agenda
