Komisja Środowiska, Zmiany Klimatu i Energii

Do kompetencji Komisji Środowiska, Zmiany Klimatu i Energii (ENVE) należy koordynacja prac Komitetu Regionów w dziedzinach związanych z Europejskim Zielonym Ładem, które obejmują środowisko, różnorodność biologiczną, gospodarkę o obiegu zamkniętym, zerowy poziom zanieczyszczeń, zmianę klimatu, politykę energetyczną i politykę kosmiczną. Zakres odpowiedzialności Komisji ENVE obejmuje również grupę roboczą „Zielony ład w terenie” oraz inne sieci i platformy, takie jak krajowi ambasadorzy Porozumienia Burmistrzów, ambasadorzy Paktu na rzecz Klimatu KR-u oraz platforma zainteresowanych stron na rzecz eliminacji zanieczyszczeń. Na szczeblu globalnym Komisja odgrywa wiodącą rolę w kontekście zaangażowania KR-u w konferencje ONZ na temat zmiany klimatu i różnorodności biologicznej.

O Komisji ENVE

Komisja Środowiska, Zmiany Klimatu i Energii (ENVE) jest odpowiedzialna za przygotowanie i zapewnienie niezbędnych zasobów i instrumentów, aby Komitet mógł w pełni odgrywać swoją rolę doradczą w procesie legislacyjnym i politycznym UE.

Komisja ENVE wspiera przygotowanie politycznych przesłań KR-u w dziedzinach związanych z Europejskim Zielonym Ładem, takich jak: 

  • zmiana klimatu
  • energia
  • polityka kosmiczna Unii Europejskiej
  • różnorodność biologiczna
  • gospodarka o obiegu zamkniętym
  • zero zanieczyszczeń

Zespół pomaga członkiniom i członkom w sporządzaniu opinii Komisji ENVE i wspiera proces polityczny w ramach Prezydium i sesji plenarnych oraz jest odpowiedzialny za wspieranie działań następczych i działań związanych z oceną skutków. Odpowiada za organizację posiedzeń komisji i wydarzeń wyjazdowych w odpowiednich obszarach polityki.

Działania

Grupa robocza „Zielony Ład w terenie”

Komisja ENVE koordynuje również prace grupy roboczej „Zielony ład w terenie””. Ta nowa inicjatywa Europejskiego Komitetu Regionów obejmująca różne komisje ma na celu zapewnienie miastom i regionom miejsca w centrum działań związanych z Europejskim Zielonym Ładem oraz zadbanie, by zarówno unijna strategia zrównoważonego wzrostu, jak i plany odbudowy po pandemii COVID-19 przełożyły się na bezpośrednie finansowanie dla miast i regionów oraz konkretne projekty dla każdego terytorium. Komisja ENVE uczestniczy również w powiązanej kampanii „Zielony Ład w terenie”.

Grupa zadaniowa 3

Komisja ENVE odpowiada za koordynację grupy zadaniowej 3, która wspiera grupę roboczą „Zielony Ład w terenie”. Głównym celem grupy zadaniowej 3 jest zapewnienie narzędzia koordynacji między wszystkimi komisjami, grupami politycznymi i służbami komunikacyjnymi. Dzięki temu gwarantuje ona spójność prac legislacyjnych KR-u w zakresie Zielonego Ładu i sprawne informowanie na ten temat.

Inne sieci i platformy

Komisja ENVE koordynuje również prace związane z Porozumieniem Burmistrzów, inicjatywą włączającą władze lokalne i regionalne w działania na rzecz lepszej polityki w zakresie klimatu i energii.

Komisja ENVE angażuje się w Europejski Pakt na rzecz Klimatu, którego celem jest umożliwienie obywatelom kształtowania bardziej ekologicznej Europy. Członkinie i członkowie KR-u biorą udział w tej inicjatywie jako ambasadorzy Paktu na rzecz Klimatu. W ramach projektu wsparcia KR-u dla Paktu na rzecz Klimatu („CoR 4 Climate Pact”) Komitet wspiera ambasadorów Paktu na rzecz Klimatu z ramienia KR-u w organizowaniu lokalnych wydarzeń klimatycznych w celu zwiększenia świadomości obywateli i przyspieszenia lokalnych działań w dziedzinie klimatu.

Komisja ENVE odpowiada za współzarządzanie wraz z Komisją Europejską platformą zainteresowanych stron na rzecz eliminacji zanieczyszczeń. Platforma została utworzona, aby pomóc w osiągnięciu zerowego poziomu emisji zanieczyszczeń w ramach dialogu z podmiotami z różnych społeczności i obszarów wiedzy fachowej, w tym z władzami lokalnymi i regionalnymi.

Zaangażowanie Komisji ENVE na szczeblu globalnym

Na szczeblu globalnym Komisja ENVE odgrywa wiodącą rolę w kontekście zaangażowania KR-u w konferencje ONZ na temat zmiany klimatu i różnorodności biologicznej. Odpowiada za koordynację działań delegacji KR-u na COP UNFCCC, tak jak miało to miejsce w przypadku COP26 w Glasgow w 2021 r.  Ponadto Komisja ENVE koordynuje wkład KR-u w konferencje ONZ na temat różnorodności biologicznej (CBD COP). W tym kontekście współopracowana przez KR deklaracja z Edynburga w sprawie globalnych ram różnorodności biologicznej na okres po 2020 roku jest jednym z najnowszych osiągnięć KR-u, które uwypukla znaczenie wielopoziomowego sprawowania rządów na szczeblu globalnym.
