Komisia pre životné prostredie, klimatické zmeny a energetiku 

ENVE logo

Komisia pre životné prostredie, klimatické zmeny a energetiku (ENVE) je zodpovedná za koordináciu práce Výboru regiónov v oblastiach súvisiacich s Európskou zelenou dohodou. Patrí medzi ne environmentálna biodiverzita, obehové hospodárstvo a nulové znečistenie, zmena klímy, energetika a vesmírna politika. Komisia je zodpovedná aj za koordináciu pracovnej skupiny Zelená dohoda na miestnej úrovni a ďalších sietí a platforiem, napríklad národných vyslancov Dohovoru primátorov a starostov, vyslancov klimatického paktu za VR a platformy zainteresovaných strán v oblasti nulového znečistenia. Na globálnej úrovni zohráva vedúcu úlohu pri zapájaní VR do konferencií OSN o zmene klímy a biodiverzite.

O nás

Komisia pre životné prostredie, klimatické zmeny a energetiku (ENVE) je zodpovedná za prípravu a poskytovanie zdrojov a nástrojov potrebných na to, aby výbor mohol v plnej miere plniť svoju poradnú úlohu v legislatívnom a politickom procese EÚ.

Komisia podporuje prípravu politických posolstiev VR v oblastiach súvisiacich s Európskou zelenou dohodou, ako sú: 

  • zmena klímy
  • energetika
  • vesmírna politika Európskej únie
  • biodiverzita
  • obehové hospodárstvo
  • nulové znečistenie.

Členom komisie ENVE pri príprave stanovísk pomáha tím pracovníkov, ktorý tiež podporuje politické procesy v predsedníctve a na plenárnych zasadnutiach a zodpovedá aj za podporu následných činností a hodnotenia vplyvu stanovísk. Jeho úlohou je aj organizovanie schôdzí komisií a výjazdových podujatí týkajúcich sa príslušných oblastí politiky.

Činnosti

Pracovná skupina Zelená dohoda na miestnej úrovni

Komisia koordinuje aj pracovnú skupinu Zelená dohoda na miestnej úrovni. Ide o novú iniciatívu Európskeho výboru regiónov zahŕňajúcu viaceré komisie a jej cieľom je dosiahnuť, aby mestá a regióny boli v centre Európskej zelenej dohody, a zabezpečiť, aby sa stratégia EÚ pre udržateľný rast aj plány obnovy po pandémii COVID-19 premietli do priameho financovania miest a regiónov a hmatateľných projektov pre každé územie. Komisia prispieva aj k súvisiacej kampani Zelená dohoda na miestnej úrovni.

Pracovná skupina 3

Komisia je zodpovedná za koordináciu pracovnej skupiny 3, ktorá podporuje pracovnú skupinu Zelená dohoda miestnej úrovni. Jej hlavným účelom je poskytovanie nástrojov na koordináciu zodpovedajúcich činností všetkých komisií, politických skupín a komunikačných služieb. Zabezpečuje tak konzistentnosť legislatívnej práce VR, pokiaľ ide o Európsku zelenú dohodu, a účinné informovanie o tejto práci.

Iné siete a platformy

Komisia ENVE koordinuje aj aktivity VR súvisiace s Dohovorom primátorov a starostov, čo je iniciatíva, ktorá spája miestne a regionálne samosprávy v ich snahe o lepšiu klimatickú a energetickú politiku.

Angažuje sa v Európskom klimatickom pakte, ktorého cieľom je zlepšiť postavenie občanov pri formovaní ekologickejšej Európy. Členov VR komisia vyzýva, aby sa k tejto iniciatíve pripojili ako vyslanci klimatického paktu za VR. Prostredníctvom projektu CoR 4 Climate Pact (VR za Európsky klimatický pakt) VR podporuje svojich vyslancov klimatického paktu pri organizovaní miestnych podujatí na zlepšenie informovanosti a urýchlenie miestnych klimatických opatrení.

Spolu s Európskou komisiou je zodpovedná za riadenie platformy zainteresovaných strán pre oblasť nulového znečistenia. Platforma bola zriadená s cieľom pomôcť naplniť ambíciu nulového znečistenia v dialógu s aktérmi z rôznych komunít a oblastí odbornosti vrátane miestnych a regionálnych samospráv.

Globálna angažovanosť komisie ENVE

Globálne komisia ENVE zohráva vedúcu úlohu pri zapájaní VR do konferencií OSN o zmene klímy a biodiverzite. Je zodpovedná za koordináciu práce delegácie VR na konferenciách zmluvných strán UNFCCC, napríklad v roku 2021 na konferencii COP26 v Glasgowe. Okrem toho koordinuje príspevok VR ku konferenciám OSN o biodiverzite (CBD COP). V tejto súvislosti je jedným z najnovších úspechov VR účasť na príprave spoločného Edinburského vyhlásenia o globálnom rámci pre biodiverzitu po roku 2020, v ktorom sa zdôrazňuje význam globálneho viacúrovňového riadenia.
