Young Elected Politicians - Apply for the 2020 programme

​The European Committee of the Regions has launched an annual call to select motivated young elected politicians (YEPs) for the 2020 YEP programme.  

The deadline to apply is now extended until 31 May 2020.

Applying to the call also gives you the opportunity to become a member of the YEP online platform - yepcommunity.eu

The extraordinary measures in place under the current COVID-19 outbreak led to modifications of the YEP programme.

Please note that all events initially planned under this call in the first semester are now moved to the European Week of Regions and Cities , taking place in Brussels from 12 to 15 October 2020.

Within the programme of the European Week of Regions and Cities,  YEPs will have a specific tailor-made programme built for each of the three themes of this call.

To apply, simply follow the link below. Select the theme you are most interested in and – very important – make sure you are available to travel to Brussels on the dates of the European Week of Regions and Cities.

If you have already applied, you do not have to it again.

This call is the only means to be selected to participate in the YEP programme.

Apply to join the 2020 YEP Programme

The YEP 2020 Programme is structured around three themes: European Cohesion Policy,  Green Deal and the Future of Europe.

Applicants are invited to select one theme of preference. They must demonstrate knowledge of and direct commitment to the subject area they are applying for.

 Applicants have to be available to travel to Brussels for the European Week of Regions and Cities, from 12 to 15 October 2020 inclusive, and must meet the following criteria :

  • hold a democratic mandate as an elected politician at regional or local level in a Member State of the European Union
  • not be older than 40 years old on the first day of the first event they will attend
  • not hold a mandate as CoR member or alternate
  • have a good level of English (as some events will take place in English only)
  • complete this application form and submit it no later than 31 May
     

Why should you apply?

The Young Elected Politicians Programme (YEPs) is a network of politicians aged 40 or below and holding a mandate at regional or local level in the EU. 

If selected, you will be able to :

  • exchange best practice among local and regional politicians
  • network with fellow young elected politicians from the EU and other politicians at local, national and European levels
  • understand and seize opportunities offered by the European Union for local and regional areas
  • speak for EU regions and municipalities in the European legislative process
  • raise your profile in European circles
  • become a member of the yepcommunity.eu, an online networking platform bringing together other YEPs selected for the YEP programme and who have attended CoR organised events since 2019.

Outcome of applications

Candidates will be informed of the selection results by email.​

About the YEP Programme

The Young Elected Politicians Progra​​mme (YEPs) is a network of politicians who are no older than 40 and hold a mandate at regional or local level in the EU.

The purpose of this network is to​​

  • exchange best practice among local and regional politicians

  • network with fellow young elected politicians from the EU

  • understand and seize opportunities offered by the European Union for local and regional areas

  • speak for EU regions and municipalities in the European legislative process

  • gain visibility in European ​circles.

​If you want to become part of this network, you must

  • participate in an ev​ent organised by the CoR. To receive invitations to CoR events fill in our form for expressing an interest

  • hold a democratic mandate as an elected politician at regional or local level in a Member State of the European Union

  • be no older than 40 on the first day of the event you participate in

  • not be a CoR member or alternate

  • have a good level of English (since, for organisational purposes, events will be held in English only).​​​



 Young elected politicians – How is your region or city dealing with gender equality in policy-making?

(THIS EVENT was CANCELLED due to the COVID-19 situation)

The aim of the event was to look at ways of increasing the participation of women in politics, especially at local and regional level.
The objective was to invite young elected politicians from across Europe to reflect on their own situations and discuss specific ways of improving the gender balance in politics.

Women remain significantly underrepresented in local decision-making bodies across the EU. 
The latest Gender Equality Index from the European Institute for Gender Equality (EIGE) shows that the EU still has a way to go to reach gender equality in all areas. 
According to CEMR's 2019 study on Women in politics: local and European trends, only a third of political decision-makers in Europe and around 15% of mayors are women. 
The top five EU countries in terms of the number of women on local councils are Sweden, France, Finland, Norway and Belgium.
 In April 2019, the European Committee of the Regions (CoR) published its strategy for a gender balance.

While this event was cancelled due to the COVID-19 situation, Margherita Logrillo from the European Commission's Directorate-General for Justice and Consumers presented the European Commission's Strategy for Gender Equality via a Facebook Live stream.

United 4 Climate, 3., 4. in 5. december 2019, Bruselj

 

Med plenarnim zasedanjem OR je 3., 4. in 5. decembra 2019 v Bruslju je potekal dogodek Young Elected Politicians United 4 Climate (Mladi izvoljeni politiki skupaj za podnebje). Mladi izvoljeni politiki so se 3. decembra udeležili treh glavnih participativnih delavnic o: 

1) obnovljivih virih energije in proizvajalcih-odjemalcih, 
2) energijski učinkovitosti in krožnem gospodarstvu ter 
3) nizkoogljičnih oblikah prevoza. 

Na podlagi rezultatov teh participativnih delavnic je bilo pripravljenih osem glavnih priporočil o tem, kako pospešiti podnebno ukrepanje na lokalni ravni. Dokument z naslovom Local Climate Action Footprint (Odtis lokalnih podnebnih ukrepov) je bil ob robu razprave o evropskem zelenem dogovoru na 137. plenarnem zasedanju OR predložen predsedniku Evropskega odbora regij Karlu-Heinzu Lambertzu in izvršnemu podpredsedniku za evropski zeleni dogovor Fransu Timmermansu.

Evropski teden regij in mest, 7. do 10. oktober 2019, Bruselj 

OR je junija 2019 objavil nov poziv za prijavo interesa za sodelovanje na evropskem tednu regij in mest (#EURegionsWeek), ki je potekal od 7. do 10. oktobra 2019. V treh tednih je prejel več kot 700 prijav, nakar je razposlal vabila približno 100 mladim izvoljenim politikom iz vse Evrope. Program je zajemal udeležbo na ključnih sejah evropskega tedna regij in mest (#EURegionsWeek), razprave s politiki EU na visoki ravni, srečanja s političnimi skupinami, ki so zastopane v Evropskem odboru regij, in številne druge priložnosti za navezovanje stikov. 

Med govorniki na otvoritveni seji #EURegionsWeek je bilo poleg predsednika OR Karla-Heinza Lambertza, evropske komisarke Elżbiete Bieńkowske in podpredsednice Evropskega parlamenta Kláre Dobrev tudi pet mladih izvoljenih politikov, ki so prispevali k razpravi o prihodnosti EU: 

  • Miia Eskelinen-Fingerroos, mestna svetnica občine Kuopio, Finska,
  • Laura Sparavigna, mestna svetnica občine Firence, Italija,
  • Vincent Chauvet, župan občine Autun, Francija,
  • Kirsteen Currie, svetnica občine Highland, Združeno kraljestvo,
  • Radosław Swół, mestni svetnik občine Mielec, Poljska. 



 

8. evropski vrh regij in mest, 14. in 15. marec 2019, Bukarešta 

Marca 2019 je Evropski odbor regij povabil 100 mladih izvoljenih politikov na lokalni in regionalni ravni k udeležbi na 8. evropskem vrhu regij in mest, na katerem so razpravljali o prihodnosti Evropske unije in o tem, kako prek lokalnih in regionalnih oblasti državljane učinkoviteje vključiti v evropski projekt. 

Mladi izvoljeni politiki so se udeležili več sej v okviru programa, predvsem pa so jim bile namenjene naslednje:

Florence,  20 March 2020: Take part in the PES Group seminar on Workers’ Empowerment in the Green Transition

At the invitation of its Vice-President Enrico Rossi, President of the Tuscany region, the PES Group will hold a seminar on Workers’ Empowerment in the Green Transition in Florence. This event, organized in cooperation with the Foundation for European Progressive Studies, will debate about what a just transition and the European Union’s Green New Deal mean from the workers' point of view. It will also address the ways in which they can be supported and empowered through training, sustainable wages and safe working conditions.

The PES is delighted to invite a delegation of young progressive local and regional politicians to the event.

Summit of Young Elected Local and Regional Leaders

Following on from the success of its liberal Mayors Summits, the Renew Europe Group of the Committee of the Regions launched the "Summit of Young Elected Local and Regional Leaders", a platform to provide an opportunity for young liberal democrat local and regional politicians to meet and share ideas and best practice amongst themselves, and afterwards to meet with experienced local and regional politicians in a joint meeting with Renew Europe.
