This inventory makes it possible to monitor the GHG emission mitigation objective set in the Andalusian Climate Action Plan, making the results achieved through the policies being implementing by the Government of Andalusia in this area visible and transparent.

Andalusia's Greenhouse Gas Emission Inventory is drawn up pursuant to Law 8/2018 of 8 October on measures to combat climate change and ensure the transition to a new energy model in Andalusia.
The inventory draws on the national greenhouse gas emission inventory broken down for Andalusia and on data sources based on consolidated statistics published on a regular basis. It is updated annually, analyses developments over time and serves as a reference for monitoring the strategic objectives of the Andalusian Climate Action Plan (PAAC). It is published annually on the Andalusian Climate Change Portal.
It provides a detailed picture of Andalusia's greenhouse gas (GHG) emissions for the year in question and how they have changed since 2005. To that end it includes results for both total emissions and the breakdown into emissions affected by the emissions trading system (ETS) and emissions from the non-ETS sector. In turn, ETS emissions are also broken down into activity headings, and non-ETS sector emissions are broken down into the strategic areas established under Law 8/2018. It also includes province-specific information and comparisons between Andalusia's GHG emissions and those of the other autonomous communities, Spain as a whole and the European Union.
