European Alliance of Cities and Regions for the Reconstruction of Ukraine

The Alliance brings together EU and Ukrainian local and regional authorities to coordinate joint efforts, advocate for support, and ensure a stronger political voice of cities and regions in the Ukraine Recovery Conference.
The Alliance is open to cities and regions and to public- and private-sector partners who believe in empowering local authorities and investing in local economic and social development.

About us

What is the Alliance?

The European Alliance of Cities and Regions for the Reconstruction of Ukraine was created by the European Committee of the Regions and associations of Ukrainian and EU regions and cities in June 2022, following Russia's full-scale invasion of Ukraine.

The Alliance brings together local and regional authorities from the EU and Ukraine to coordinate joint efforts in support of an effective reconstruction of Ukraine. It also pursues synergies with Ukraine's accession process to the EU, closely followed by the CoR's Working Group on Ukraine.

The Alliance advocates for Ukraine's decentralised recovery and for dialogue and consultations with local and regional authorities, primarily in the context of Ukraine Recovery Conference (URC). It engages with the EU institutions and development partners to achieve meaningful response to the needs of cities and regions and acknowledge their key role in sustainable recovery.

The Alliance members abide by the key principles of good governance, local economic development and building back better as well as respect for Ukraine's territorial integrity, sovereignty and the European Charter of Local Self Government.

What does the Alliance do?

The Alliance meets annually at a political level to discuss strategic issues and adopt political statements in view of the URC, calling to address the local dimension of the reconstruction and the need to fully involve local and regional authorities in the planning, implementation and evaluation of all reconstruction projects of local and regional significance. 

It also holds regular meetings at a working level to share information about relevant projects and initiatives and unpack the key needs and challenges of cities and regions and coordinate specific actions.

The Alliance pays special attention to inter-municipal partnerships that contribute to capacity-building, create win-win opportunities and enhance people-to-people contacts. In this regard, a networking forum and dedicated projects such as TIPS4Ukraine and the European Partnerships Hub under U-LEAD with Europe initiative represent concrete achievements. 

How to join?

The Alliance is open to individual cities and regions and to public- and private-sector partners wishing to support Ukraine in line with the key principles of the Alliance. 

There are no fees or obligations involved.
