Objective
Stress the role of local and regional authoriities in the implementation of the EU's European Education Area policies and the importance of the Erasmus+ programme for the implementation of the European Education Area at tthe local and regional level in cooperation with the other levels of givernance: national and European
As much as possible lobby for a higher financial envelope for the programme in cooperation with the EP CULT Committee
Require more involvement of the local and regional level in the design and implementation of the programme
Facilitate access to more students to education exchange and support inclusiveness
Underscore the importance of vocational education mobility for the purpose of competitiveness and as a contribution towards the EU's Union of Skills policies
Draw particular attention to the needs of a continued EU Digital education Action plan to be supported in a clear and dedicated manner by the Erasmus+
Advocate the empowerment of teachers, notably in relation to digital education, both in the context of mobility and capacity building
Essential points
- proposes to amend the proposal for Regulation: Given inflation and the Programme’s expanded objectives, Erasmus+ must be financed at a level that at least preserves its purchasing power over 2028-2034 and is commensurate with the Union’s ambitions for inclusion, skills, youth participation and social cohesion;
- proposes to amend the proposal for Regulation: clear budget lines will be introduced to guarantee planning security and avoid competition between the following three areas: (1) education and training, (2) youth, and (3) sport.
- points out that the current programme contributes to social cohesion at all levels and complies with the subsidiarity principle, and, to ensure respect for subsidiarity, calls for the potential stakeholders at local and regional level, including local and regional authorities, civil society organisations and representatives from underrepresented communities, to be directly and meaningfully involved in shaping and implementing the programme, to ensure genuine participatory governance and inclusivity;
- emphasises that local and regional authorities play a fundamental role in the implementation and success of Erasmus+, and supports maintaining and strengthening its decentralised management system to better respond to local educational, social and economic realities;
- considers that the current performance indicators are insufficient to fully assess the Programme’s impact, and calls for the development of more robust, comprehensive and territorially sensitive indicators, including on inclusion, accessibility and regional participation.
