Objective
Key objectives:
provide an opportunity to CoR members to influence, early enough (downstream), the design, as well as concrete wording and financial parameters, of the next framework programme (FP10) for research and innovation;
the latter being one of the few truly legislative documents in this policy field, involves a myriad of key stakeholders, not only among the EU institutions (Commission, EP, Council), but also associations and networks of researchers and industries;
take the chance to also have a say on the mid-term review of FP9 and link it to the next FP10;
build useful partnerships withing the EC (cabinets / commissioners – may be future JAP) and the EP (new MEPs) during the next political mandate;
identify active SEDEC and CoR members who could carry the political messages of the institution both in Brussels and locally.
It will moreover:
Cover both the end period of Horizon Europe (FP9) [MFF mid-term review], and consider the future FP10 in detail;
Make use of the answers of stakeholders to the Horizon Europe mid-term evaluation and future outlook (a broad EC consultation that ended in February 2023);
Reflect on the ERA and ESFRI (infrastructures) debates and current CoR ERA Forum participation;
Look at synergies for the different funding and other instruments dedicated to building regional innovation ecosystems (ERA Hubs, Seal of Excellence, DiHs/EdiHs, RIVs, widening, Jean Monnet Chairs, etc.);
Take stock of the European missions process.
Furthermore, this opinion will provide input towards a clear and locally- and regionally-focussed EU support policy in this area. Specifically, the CoR rapporteur and key partners may call for:
expanding the policy instruments and funding opportunities for building stronger regional innovation ecosystems, while creating European and international networks among them;
addressing the still persistent innovation divide both among and within Member States (and regions);
determining the future list of EU missions, as well as taking stock of the current implementation of this key initiative;
additional and augmented financing for Regional Innovation Valleys (RIVs) and PRI networks;
facilitating the participation of CoR members within FP10-financed programmes and bodies; reflecting on the future of ERA;
building links with and directly contributing to the priorities of the Trio Presidencies and the ensuing Council conclusions in the field of R&I.
Impact

In accordance with the Joint Action Plan of the CoR SEDEC and the services of the European commission reporting to commissioner Mariya Gabriel, and in line with the SEDEC commission's Work Programme, there is a clear need to anchor R&I policy within local decision-making, strengthen regional innovation ecosystems and build synergies with various national and EU funding instruments. All parts and funding pillars of FP10 are susceptible to local/regional impact and the inclusion of new "territorially-based" instruments, ideas and concrete projects.
Essential points
- stresses the continued need for structured dialogue between various European Commission services and regional innovation ecosystem players with a view to the viability of existing, and the design of new policies and financing instruments to support regional innovation ecosystems and interregional cooperation between them;
- recommends continued cooperation between regions and the EU institutions to develop further intra-regional partnerships and inter-regional cooperation for innovation, by building on the experience gained from the regional smart specialisation strategies and on the joint CoR-JRC Pilot Action on Partnerships for Regional Innovation, while strengthening cooperation with the European Parliament and paying particular attention to the ongoing call for Regional Innovation Valleys;
- calls for additional and increased financing for Regional Innovation Valleys and PRI networks, keeping in mind that the European Commission, with the NEIA, is seeking to promote more innovation co-investments, fostering other funding leverages (COFUND) via HE EIE and the ERDF I3 instrument.
