On 16 July 2025, the European Commission unveiled its proposal for the next Multiannual Financial Framework (MFF) 2028–2034, a nearly 2 trillion EUR budget designed to reinforce EU sovereignty, competitiveness, and resilience. Within this package, three complementary funding instruments define the Home Affairs funding support architecture: support for asylum, migration, and integrationsupport for Schengen, border management, and visa policy; and the new instrument of support for internal security for 2028 - 2034. Together, they provide a coherent legal and financial framework Home Affairs funding (EUR 34.215 million in total) from 2028 to 2034.

Building on this architecture, the Proposal for a Regulation of the European Parliament and of the Council establishing the Union support for internal security for 2028–2034 (COM(2025) 542 final) introduces the EU Internal Security Support instrument. This new instrument continues the work of the Internal Security Fund (2014–2020 and 2021–2027) while updating it to reflect the priorities of the Commission’s April 2025 ProtectEU: European Internal Security Strategy.
