EU Cities and Regions at COP28: Flash report 6-7 December

Welcome to the 3rd edition of the COP Chronicles, bringing you fresh news on COP28 from Dubai

On days 6 and 7 of COP28, the spotlight shifted from global discussions to local actions. The CoR delegation took part in impactful activities as part of the Multilevel Action Day, including the Ministerial Meeting on Urbanisation and Climate Change. Additionally, the CoR hosted a meeting that brought together global networks to reflect on the first week of the negotiations and discuss the road ahead towards COP29, which is scheduled to be held in Eastern Europe. Ministerial Meeting on Urbanisation and Climate Change. Co-hosted by the COP28 Presidency, UN-Habitat and the High-Level Champion for COP28, the Ministerial marked the high-level event of the Multilevel Action Day on 6 December. The CoR delegation joined UN representatives, including Maimunah Mohd Sharif, Under-Secretary-General of UN-Habitat, ministers of urban development, environment and finance, other local and regional leaders, and financial institutions to discuss the need to align local and national strategies and unlock climate finance for local actions.

joint outcome statement was released from both the COP28 Local Climate Action Summit and Ministerial Meeting. Echoing the COP28 Presidency's CHAMP initiative, the statement encourages Parties to enable subnational governments to contribute to enhancing Nationally Determined Contributions (NDCs) and to accelerate the deployment of local climate finance. The CoR delegation will continue working so that these calls are translated into the COP28 decision documents and Global Stocktake report.

Meeting with global networks: towards COP29. As COP28 negotiations reached their midpoint, on 7 December, First Vice-President Apostolos Tzitzikostas (EL/EPP) invited the ​CoR delegation and representatives from various networks within the Local Governments and Municipal Authorities (LGMA) Constituency to articulate a collective stance on the ongoing negotiations and to initiate discussions on shared actions to be pursued in 2024, in preparation for COP29, which is scheduled to be held in Europe.

Closing plenary session of the Subsidiary Bodies. Vincent Chauvet (FR/Renew Europe) ​delivered the LGMA statement​ at the closing of the negotiations. He highlighted the three COP28 milestones: the inclusion of direct financing for local and regional governments in the loss and damage fund modalities; the Local Climate Action Summit; and the CHAMP, supported by 66 parties so far. He urged the COP Presidency and all Parties to translate these milestones into tangible actions reflected in the COP28 decision documents.

Subnational governments' leadership in driving implementation of National Adaptation Plans (NAPs) and Nationally Determined Contributions (NDCs). 1st Vice-President Apostolos Tzitzikostas participated in this side event, co-organised by the Under2 Coalition, Regions4 and the CoR, in partnership with GIZ, the NAP global network andthe Scottish Government. The event took stock of the messages in the LGMA position for COP28 and highlighted experiences with multilevel governance and collaboration between subnational and national governments on defining and implementing NDCs and National Adaptation Plans (NAPs). High-Level event on delivering climate finance at the local level. ENVE Chair and mayor of Warsaw, Rafał Trzaskowski (PL/EPP), joined a discussion organised by the European Bank for Reconstruction and Development (EBRD) and C40 on the crucial importance of bringing finance to cities. Participants, including Ekrem İmamoğlu, Mayor of Istanbul, and representatives from Morocco, and the Global Infrastructure Facility (GIF), illustrated why and how cities serve as a key channel for delivering climate finance. Adaptation beyond borders: an EU Mission towards climate resilience. Co-organised by the European Commission (DG CLIMA) and the CoR, this online event highlighted the EU Horizon Mission on Adaptation to Climate Change as an innovative initiative that brings European regions and local actors together to address climate change adaptation challenges.SEDEC Chair Tanya Hristova (BU/EPP), and Åsa Ågren Wikström (SE/EPP) joined thediscussion and shared their experiences as signatories of the Mission. Watch their statements here!

Holistic and Systemic Urban Transformation: Change at City-Wide Scale. Niina Ratilainen (FI/The Greens) participated in an exchange with local and regional leaders from Europe, South America, North America and Asia on initiatives deployed in various contexts to unlock pathways for city decarbonisation. Accelerating Climate Action in Cities with Technology and Evidence-Based Policy Making. Alison Gilliland (IE/PES) joined this side event organised by Google Environmental Insights Explorer (EIE), where cities shared their challenges and experiences in accelerating evidence-based policymaking, particularly through the use of data accessible via the EIE platform.

Local Green Deals: implementing the Green Deal Industrial Plan at local level. Co-organised by the CoR, ICLEI Europe, and the European Commission (DG GROW), this online event brought together the mayors of Braga (Portugal), Aalborg (Denmark) and Skellefteå (Sweden), along with representatives from the private sector. Ricardo Rio (PT/EPP) discussed opportunities and challenges for urban green transition and presented the work of the CoR's Green Deal Going Local Working Group. Tracking national and subnational government climate actions through their functional expenditure. ENVE vice-chairKata Tüttő (HU/PES) joined this online side event organised by the OECD to talk with representatives from the International Monetary Fund (IMF) and the Inter-American Development Bank. The discussion focused on the limitations that local and regional governments encounter when classifying and measuring expenditure and investment related to climate change issues.
