The CoR has appointed Mr. Luca Menesini (IT/PES), Councillor of the Province of Lucca, Italy, as rapporteur for the opinion on the "Performance Framework Regulation". A hybrid stakeholder consultation will take place on Wednesday 3 December 2025, from 14:30 to 16:00, in room JDE 53 of the European Committee of the Regions and online (via Interactio – EN/FR).
In order to enrich his opinion, the rapporteur would like to gather your views and feedback on the following questions:
• To what extent will the system proposed by the new regulation reflect local and regional realities and needs? How can the Performance Framework avoid becoming a bureaucratic exercise?
• How can we ensure that the horizontal principles developed in the regulation have a real impact on the ground? In particular, how do we ensure that the commitments in terms of climate change, biodiversity, social dimension or gender equality will lead to a tangible improvement on the ground and not just greenwashing at European level? Should the regulation include safeguards to prevent the ‘greenwashing’ of projects to meet climate targets?
• What do you think about adding an additional horizontal principle ‘do no harm to cohesion’ to the regulation?
• How do you think the European Committee of the Regions can use this regulation to make sure that regional and local authorities’ role in the design and implementation of national and regional partnership plans (NRPPs) is relevantly improved?
• How much of an administrative burden does data collection (data needs to be collected annually) constitute for regional and local authorities?
• Is performance-based funding feasible for NRPP?
• Does performance-based funding have particular implications for cohesion policy?
• Does performance-based funding have particular implications for transport policy?
• What role should the CoR play in monitoring the implementation of the regulation, especially regarding LRA involvement and subsidiarity?
• Do you see potential benefits for local and regional authorities in this regulation proposal?
