Objective

This opinion outlines the CoR's priorities for participation in COP28, focusing on mitigation, adaptation, loss and damage, multilevel climate action, and subnational climate diplomacy.

Impact

The COP28 decision documents - 'United Arab Emirates Consensus' - incorporates robust references to multilevel action, particularly in the Global Stocktake outcome and Global Goal on Adaptation decision. COP28 also witnessed an unprecedented move by the COP28 Presidency, which hosted the first-ever Local Climate Action Summit and the second Ministerial Meeting on Urbanization and Climate Change in the official COP agenda.

Additionally, over 70 nations signed the COP28 Coalition for High Ambition Multilevel Partnership (CHAMP) for Climate Action. These developments signal a new era of collaboration among all levels of government, to which the CoR has made substantial contributions and will continue to do so.

THE EUROPEAN COMMITTEE OF THE REGIONS

- emphasises that any delay in implementing effective measures to fight climate change will further amplify climate risks, resulting in increasing biodiversity loss, health risks and loss and damage;

- highlights that cities and regions are spearheading ambitious climate action despite growing responsibilities placed on them; stresses that local and regional authorities (LRAs) are key allies in driving climate ambition further by providing national negotiators with confidence that the Paris Agreement goals are implemented on the ground;

- strongly calls for direct access to climate funding for LRAs as this is essential to provide tailored and effective solutions to address the unique challenges faced by their respective territories;

- highlights the importance of vertical integration in climate policies and urges Parties to include subnational climate commitments, actions and achievements in their NDCs and NAPs;

- urges Parties to speed up the shift to renewable energy, low carbon safe and sustainable energy production, and ultimately phase out the use of fossil fuels without placing disproportionally high costs on fossil-fuel-reliant cities and regions;

- calls for targeted technical support, capacity-building, and investment in these regions to ensure their meaningful participation in climate action and resilience-building efforts;

- calls for locally-led adaptation approaches in the Global Goal on Adaptation framework and reiterates the importance of reducing the risks and effects of maladaptation;

- emphasises the importance of addressing the interlinkages between climate, biodiversity and the Sustainable Development Goals (SDGs);

- highlights the crucial role of the Local Governments and Municipal Authorities (LGMA) Constituency in bringing together LRAs' voices globally and in continuously reinforcing a worldwide network of subnational governments willing to fight climate change; invites the Parties to leverage partnerships and collaboration with the LGMA Constituency.
