Developing a plan to promote green public procurement

This is a learning opportunity for the local community in the short term and all public contracting authorities in the long term, as well as a chance for the public to take greater interest in environmental issues, a product of our consumerist society.

The document is part of work on the GPP-STREAM (Green Public Procurement and Sustainability Tools for Resource Efficiency Mainstreaming) project.

It aims to improve implementation of the municipal development plan by advancing policies to incorporate green approaches in public procurement.

The plan focuses on the need to boost the capacity of local contracting authorities to draft green tenders, to raise public awareness of the benefits of the circular economy and to monitor environmental and economic effects.

It also sets out the targets that contracting authorities in the municipality of Gabrovo should meet by 2022, namely a 25% share of green procurement, fifty experts upskilled in drafting tenders and implementation of six best practices.

The plan's adoption was preceded by a broad discussion locally. Those attending the meetings included experts from the municipal administration and representatives of educational and cultural institutions, the state, municipal enterprises, NGOs and business. Best practice from partner organisations at home and abroad was also taken on board.

Implementation of the plan will come in the second phase of the project, which will continue until mid-2022. The overall package includes information campaigns, training events, the creation of an online platform, a register of experts, monitoring of implementation, and so on.
