Your job and responsibilities

Are you interested in in supporting political, legislative and analytical work related to migration, asylum and internal security? Do you like to be part of a dynamic team, holding a wide set of responsibilities, and having frequent contact with the members of the European Committee of the Regions (CoR)?

As a Seconded National Expert in the CONST sector Commission for Citizenship, Governance, Institutional and External Affairs (CIVEX) in the European Committee of the Regions (CoR), you are responsible for policy and consultative work primarily in the areas of migration, asylum and internal security (policy areas overseen by DG HOME in the European Commission). You may also be called to contribute to work on issues such as democracy, fundamental rights, the rule of law and defence.

You organise meetings of the CIVEX commission, and you provide assistance to the CoR Members of the CIVEX commission in their external and extraordinary activities, to boost collaboration in these fields with local and regional counterparts.

You are also responsible for developing contacts with the European Commission, the European Parliament and the Council, and constantly monitor inter-institutional activities by keeping abreast of policy developments in your policy fields. You cooperate with other stakeholders such as regional offices, NGOs, think tanks and associations. You also represent the CoR in administrative working groups.

You autonomously support the work of the CoR, Members and experts on the preparation of CoR opinions, by drafting policy analyses, briefings, speeches and background memos in your policy fields.

You are part of the dynamic team of the CIVEX commission secretariat, which consists of circa 25 colleagues.

Who are we? What are the challenges for us ahead?

The CIVEX commission secretariat is one of the three Units that make up the Directorate for Legislative Work 1. The main tasks of the Directorate are to prepare the political messages of the institution by assisting Members in drawing up CoR opinions, supporting the political process within the Bureau and Plenary Session, and organising Commission meetings and external events. The key mission of the Directorate is to promote the effective involvement and contribution of the CoR in the decision-making process of the EU (European Union). 

 It plays a key role in framing and implementing the CoR's institutional and political strategies, and contributing to an improved, evidence-based, EU policy-making. An important element of this work is to provide analytical and organisational support to the political work of the institution, and to ensure the follow-up of CoR opinions, promoting and monitoring their impact. 

 The CIVEX commission focuses on specific policy areas: 

  • Constitutional affairs, responsible for topics like democracy, devolution and multilevel governance, subsidiarity and proportionality, better law-making and regional/local impact of EU legislation, migration, asylum and integration, and rule of law (CONST);
  • External relations, responsible for driving the CoR's activities in support of Ukraine and for shaping the local and regional dimension of the enlargement and neighbourhood policies, as well as for promoting and supporting the role of local and regional authorities in development cooperation (RELEX). 

Eligibility and selection criteria

Candidates for an SNE position must meet the following eligibility criteria:

  • Be employed by a national, regional, or local public authority or an intergovernmental organization.
  • Have worked for at least three years, full-time, in an administrative, scientific, technical, advisory, or supervisory post.
  • Be nationals of a Member State of the EU or a candidate country for accession.
  • Have been in the service of their current employer for at least twelve months; and
  • Be able to prove that their employer will continue to pay their salary, maintain their established or contractual employment status and guarantee their social rights and benefits, particularly as regards to social security and pension rights, throughout the period of secondment.

Candidates should also fulfil the following selection criteria:

  • You have sound experience in migration, asylum and internal security policies.
  • You have strong drafting and analytical skills.
  • You possess an academic background, involving some courses related to law, political sciences, economics, public administration, or European affairs.
  • You have a thorough knowledge of one of the official languages of the EU and a satisfactory knowledge of another of the EU official languages. For functional reasons, a high level of English is required, and a good level of French is desirable.
  • You have a good command of IT applications and tools, such as Outlook, Excel, Word and SharePoint, including AI tools in a secure environment.
  • You are keen on developing and maintaining active stakeholders' networks and learning new (online) technologies when needed

ASSETS:

  • Previous experience in dealing with issues of migration, asylum and internal security from a local or regional perspective is a strong asset.
  • Experience in project management, in particular related with EU funds in the migration and home affairs policy area, is desirable.
