The project will develop a new circular economy approach to land use planning and construction. The practice will help cities move towards the objective of carbon neutrality.
The ERDF-funded project Circular Tahkokangas (Tahkokankaalta kiertoon), launched by the City of Oulu, follows the entire process of land use change, from planning to construction. The aim is to identify the main factors through which the city can help create a circular economy in land use planning, land release and construction.
The project runs from 1 August 2020 to 31 March 2022 and its objectives can be summarised as follows:
- promote the circular economy in land-use planning and construction, thereby reducing the use of virgin natural materials;
- develop a new model for changes to land-use for the city of Oulu, so that new land use plans and conditions for the release of land facilitate and promote circular economy measures;
- promote the use of recovered materials and resources-smart construction in the Oulu region. This will facilitate new business activity and industrial symbiosis in the region;
- bring about savings for the public sector through cheaper material options, shorter journeys and other resource-smart measures;
- share knowledge and experience on the integration of circular economy in land use plans and infrastructure building.
