The Kera Development Commitment is a new urban development tool that guides the development of the region as a pioneer in sustainable development, circular economy and digitalisation. The commitment's objectives have been set in broad cooperation with regional stakeholders.

The Kera Development Commitment is a new urban development tool that guides the area's developers to carry out sustainable solutions on a long-term and collaborative basis. Espoo aims to be carbon neutral by 2030 and achieve the UN Development Goals (SDGs) by 2025.


The Kera region's pioneering solutions play a major role in achieving these goals. The transformation of Kera from a former industrial area into a new district will allow experimentation with sustainable solutions and a new form of cooperation in which the city is co-created from the outset. The ambitious goals can only be achieved through broad cooperation – by working together with businesses, researchers and local people.


The former industrial and logistics area of Kera is being turned into a sustainable and welcoming district for at least 14 000 inhabitants. Solutions and commitment goals for the region have been developed in long-term cooperation with a network of developers.


In practice, the commitment to develop the Kera region will guide the land use of central Kera and the development of services in line with the objectives set out below:

  1. Developing Kera in close cooperation
  2. Making Kera carbon-neutral by 2030 using low-emission and carbon sequestration solutions
  3. Developing major circular economy solutions in Kera
  4. As a sustainable district, making Kera a national and international reference point
