This good practice makes it possible, on the basis of a unanimous scientific assessment of the risks and of the impact already observed on the ground, to identify measures to consolidate individual efforts. It empowers public decision-makers and private individuals who want to get involved, and demonstrates to businesses the opportunities presented by green growth.
New Aquitaine is one of the regions of France most heavily affected by climate change: temperatures rose 1.4°C over the 20th century, and extreme weather events are becoming increasingly frequent (flooding, storms, erosion, drought, etc.).
In response to this, the region embarked on an ambitious transition process in 2010, thanks in particular to the expert work of more than 450 scientists led by Hervé Le Treut and Vincent Bretagnolle. Under the aegis of the region, they have produced two reports warning of the future consequences of our failure to act, thus making it possible to identify, today, exactly what risks the region will be facing in the coming decades, via the diagnostic work of two committees:
• AcclimaTerra, on climate issues
AcclimaTerra is the Regional Scientific Committee on climate change; made up of more than 400 independent scientific experts, it can provide local stakeholders with the knowledge they need to adapt to climate change.
It is a multidisciplinary committee, with responsibilities covering a wide range of fields (agriculture, biodiversity, climate, economics, energy, the regions, quality of natural environments, coastline, water, etc.).
• Ecobiose, for biodiversity issues
With a view to moving from diagnosis to action, and turning risks into opportunities, on 9 July 2019 the region set out a roadmap entitled Néo Terra, centred on broad principles and specific objectives.
Neo Terra is designed as a tool for both collective intelligence and collective action, and sets 11 ambitions to accelerate change and support this vital transformation throughout the region.
