In the face of a deepening crisis, the Region is responding to the needs of the territory and its inhabitants by adopting ten new measures to ensure that everyone has access to quality, affordable and sustainable housing, wherever they live in Occitanie.
Faced with the housing shortage, the dilapidated building stock and the growing gap between rent and income, the Occitanie/Pyrenees-Mediterranean Region adopted a second package of measures at the Plenary Assembly on 19 December 2024. This adoption was preceded by a consultation between January and June 2024, in which more than 2,500 participants and 80 partners participated.
The main objective of the new measures is to promote decent and adequate housing, while boosting economic activity and local employment and adapting to climate change through sustainable solutions. The scheme is accompanied by an increased budget from €150 million to €200 million. This reinforced budget will make it possible, in particular, to intensify the renovation of collective housing.
It will also support the development of local, innovative and green solutions, such as hydrogen boilers or reversible habitats, as well as the use of local wood and the reuse of building materials. The focus will also be on supporting the emergence of new green professions (concierge, etc.). The upskilling of craftsmen will also be encouraged as part of the renovation of buildings in rural municipalities, giving priority to local jobs and know-how.
Several partners are involved in this process, including the Regional Chamber of Social and Solidarity Economy in Occitanie, Fibois l’ADEME and Envirobat Occitanie, a regional network of actors and resource centre for buildings and sustainable development, as well as private actors. This second act is a continuation of an Act I launched in December 2023. Since its launch, almost 30 000 housing units have been renovated or are being renovated, and more than 700 young people have been trained in green jobs linked to sustainable housing thanks to the Youth Ecological Income.
