For 12 months, the chosen city as European Youth Capital (EYC) becomes a living stage for bold ideas and innovative projects designed and led hand-in-hand with young people. The EYC showcases how meaningful youth participation can bring lasting change and help build a more inclusive Europe.

Each year, cities from across the continent apply for the title through a process led by the European Youth Forum. Applications are developed together with local youth organisations to ensure that young people are at the heart of the city’s vision. After three rounds of feedback and assessment by an independent jury, the winning city is announced and given two years to prepare before taking on the title.

The Jury Meeting for the European Youth Capital 2028 is the final stage of this process. Seventeen independent and anonymous jury members - representing youth work, institutions, academia, and civil society - will come together to evaluate the finalist cities’ applications. During the meeting, each candidate city will present its vision, commitments, and implementation plans before the jury deliberates and selects the European Youth Capital 2028.

The event marks a pivotal moment in celebrating youth engagement, innovation, and the transformative power of young people in shaping Europe’s future.
