The European Committee of the Regions (CoR) is drafting an opinion on "Skills and Talent Mobility".

The European Union is facing a workforce dilemma that is vital for its economic competitiveness, growth, and innovation. A key problem is the challenge employers have in recruiting the right talent, exacerbated by an aging population across Europe. This situation is putting the EU in a position where rapid action is necessary to strengthen its workforce.

The European Year of Skills underscores the importance of a strategic approach to address labour and skill gaps. This approach includes retraining and enhancing the skills of the existing workforce, engaging groups with lower participation in the labour market, offering targeted aid to regions facing depopulation and skill deficits, and promoting mobility within the EU for workers and learners. Nonetheless, these steps are not enough to fulfil the increasing demand for skilled labour.

In response, the European Union is also concentrating on attracting worldwide talent and fostering an environment conducive for people with various skill levels to work in Europe. This strategy involves enhancing partnerships with other countries, encouraging legal migration, aiding in skill development, and advocating circular migration to prevent the loss of skilled individuals.

The rapporteur of the opinion, François Decoster (FR/Renew Europe), Member of the Regional Council of Hauts-de-France, would be happy to meet with representatives of your organisation and other important stakeholders for a consultation and an exchange of views on the relevant topics of this opinion to gather the different points of views and discuss the main issues.

The consultation will take place on: Wednesday, 10 January 2024, 10:00-12:00 CET, at the European Committee of the Regions – Room JDE 53 (Rue Belliard 99-101, B-1040 Brussels).

The rapporteur would be very keen to hear your views during the meeting. After a short introduction by the rapporteur, you will be invited to exchange views with the Rapporteur.
