This law lays down obligations for all sectors of Navarre's society. It requires Navarre and municipalities with more than 5 000 inhabitants to take the climate into account in their plans and general budgets.

On 2 April 2022, Navarre's regional law 4/2022 on climate change and energy transition entered into force, unanimously approved by the Parliament of Navarre, with the aim of reducing the negative effects of climate change by implementing mitigation and adaptation policies and measures in line with international, European, national and autonomous community laws, rules, plans and strategies.


Article 1 of the law sets out its purpose, namely to establish a regulatory, institutional and instrumental framework to specify how the Autonomous Community of Navarre will contribute to the commitment to sustainability and the fight against climate change by facilitating the transition to a new socio-economic and energy model, with a low-carbon economy, that is based on efficiency and renewable energy to ensure that natural resources are used sensibly and in a way that promotes solidarity, and that adapts to the effects of climate change.


It lays down obligations to promote renewable energy generation while minimising the environmental impact, affecting Navarre's main economic and social areas of activity: agriculture, livestock farming, water resources, energy, housing, urban planning, mobility, health, education, research and knowledge transfers, tourism, industrial sectors, trade, infrastructure, forest management, public administrations and civil protection.
