Jaume Duch Guillot (ES/PES), Minister for European Union and Foreign Action, Government of Catalonia, will hold a stakeholder consultation with associations of local authorities, EU local and regional Authorities, UN Agencies and other relevant stakeholders, on Monday 8 September 2025, from 10:30 to 12:30 as part of the preparation for the CoR opinion on ‘the localisation of the EU’s Global Gateway’.
Since the development of the EU Global Gateway approach in 2021, the European Commission has been working for some time to consolidate a territorial approach, including through the 2023 Forum ‘Cities and Regions for International Partnerships’ co-organised with the European Committee of the Regions. This involves recognising the importance of working with subnational governments and local communities; involving them in the design, implementation and monitoring of funded initiatives and strengthening their capacities to engage in projects with high transformative potential and complexity. In this context, decentralised cooperation is a very important asset for strengthening the institutional and operational capacities of the subnational governments that receive Global Gateway investments. The opinion would elaborate key aspects related to the Global Gateway, particularly in view of the new Commission, in order to take the Global Gateway ‘from start-up to scale-up’, of the upcoming debate on the MFF, and of the 2025 Forum.
The consultation aims to provide the rapporteur with comments and suggestions in view of the elaboration of the opinion, to be adopted at the CIVEX Commission meeting on 1 October 2025 and in the CoR Plenary on 10 December 2025.
The consultation will take place in hybrid format, at the CoR premises in room JDE70, and online on Teams. The consultation will be held in English only, without interpretation.
