Objective

recalls the CoR Opinion "European Cross-Border Mechanism 2.0" adopted at the CoR Plenary of 11 October 2023 , and thanks the European Commission for having accepted a large majority of the recommendations made in that opinion, with the amended Regulation now reflecting CoR's view on how to best proceed with the Regulation in the interest of European Union's border regions, cities and citizens;
believes that the concerns of some of the Member States expressed on the initial proposal from 2018 have now been clarified, making it clear that the tool is voluntary and it does not infringe on Member States' national sovereignty, allowing Member States to solve the border obstacles as they see fit, with the proposed Cross-Border Facilitation Tool or with a national or multinational tool.
the amended Regulation also clarifies on which cross-border obstacles the tool can be used, making the Regulation applicable on a case-to-case basis, rather than having it permanently applied per border;
welcomes the simplification of the Regulation and the proposed Cross-Border Facilitation Tool which sets a very clear procedure;
underlines the importance of the national or regional Cross-Border Coordination Points as defined in the Regulation, and calls on the Member States and the regions with the legislative powers that will establish these coordination points to give these Coordination Points real powers that will allow them to help removing cross-border obstacles to the extent of it being possible;

Impact

The impact on this topic should be read together with the one on COTER VII/025 ("European Cross-Border Mechanism 2.0" adopted at the CoR Plenary of 11 October 2023).
The final regulation takes into account key points from the CoR's position. The regulation (new title: BRIDGEforEU) provides a basis for all Member States to create cross-border coordination points if they wish so, both at national and regional level. For those Member States that do not have own provisions in place for addressing cross-border obstacles in a coordinated manner, the regulation provides the tool for Facilitating Cross-Border Solutions with procedural guidance for all Member States involved. As requested by the CoR, maritime border obstacles can also be addressed within the context of BRIDGEforEU.

- underlines the importance of the national or regional Cross-Border Coordination Points as defined in the regulation, and calls on the Member States and the regions with the legislative powers that will establish these coordination points to give them real powers to help remove cross-border obstacles to the extent possible or to link them closely with any existing bodies or organisations for cross-border cooperation in order to avoid a duplication of structures;

- calls out the Member States to enter the negotiations with a fresh view on the Regulation, having in mind that solving of cross-border obstacles could lead to a very significant economic growth in border regions which are often economically less performing, and in that way ensure that their citizens, and businesses, have the same standard of living as those in other parts of their states.
