The Congress provides a space for establishing cooperation within the community working on air protection. It raises awareness among members of the public as well as among administrative staff with responsibilities relating to air quality.

Recognising the need to create a space for exchanging knowledge and experience, the Mazovia regional government, in cooperation with the team of economic advisors from TOR sp. z o.o., (plus the Mazovia Energy Agency sp. z o.o., since 2019) has organised the Clean Air Congress every year since 2018. The topics covered in depth at the conference were: strategic documents; actions in the area of the municipal and residential sector; transport; financial instruments; problems and obstacles; possible solutions; and the role of social organisations and movements, as well as of the media and artistic circles.


To date, the six conferences have brought together close to 4000 participants. The 6th edition of the event was attended by 291 participants in person, with 38 391 views recorded on the portal where the event was webstreamed. The discussions and reflections during the events resulted in:

  • calls for the Polish prime minister to take systemic measures, without which it will not be possible to combat poor air quality effectively (2018, 2021);
  • the issuing of a publication entitled "Hałas komunikacyjny: źródła i metody przeciwdziałania" (Traffic noise: sources and mitigation measures), comprising a set of information on the impact of noise on people's health, rules and methods for taking measurements, as well as ways to reduce noise pollution (2019);
  • the signing of the declaration by the Mazovia regional government and the City of Warsaw concerning cooperation on improving air quality (2020);
  • the accession of the Mazovia regional government to the Covenant of Mayors (2022) (this is a challenge and an action aimed at contributing to the energy transition).
