The 5th meeting of the CoR Commission for Territorial Cohesion Policy and EU Budget (COTER) will take place at the European Committee of the Regions, Rue Belliard 99-101, Brussels, room JDE 52 on Tuesday 7 October 2025.
This is the first meeting of the COTER commission after the European Commission published its proposals for the next Multiannual Financial Framework (MFF) 2028-2034 and the corresponding sectoral legislation, including on the Cohesion Policy Funds.
At this meeting, COTER members will have the opportunity to have a first exchange on the new MFF proposal, appoint the rapporteurs for the upcoming work on the sectoral post 2027 dossiers that come under its remit, and decide on the external activities of the COTER commission in 2026.
Members will discuss and vote on the opinion:
- "Addressing Transport Poverty: reinforcing cohesion and boosting EU competitiveness"

Exchanges of views will take place for the following opinions:
- "Multiannual Financial Framework including own resources package"
Rapporteur: Sari Rautio (FI/EPP)
- "Exploring the role of the private sector in reinforcing cohesion policy post-2027"
Rapporteur: Kristoffer Tamsons (SE/EPP)
