Your job and responsibilities

As Head of Sector for Flagship projects in the Events and Local Dialogues Unit, you will be responsible for organising the key events of the European Committee of the Regions (CoR), such as the European Week of Regions and Cities and EuroPCom (the European Conference on Public Communication). You will ensure that these events are linked to the CoR’s political priorities.

You will contribute to the development and implementation of the CoR’s communication strategy and campaigns, as well as their monitoring and evaluation process. You will also steer and develop existing outreach projects based on AI and data analysis intended to strengthen the link with audience needs.

In cooperation with the Head of Unit, you will develop synergies between project teams within the sector and with the other teams in the unit, as well as across the directorate. You will be responsible for developing coherent project programming, managing activity planning and carrying out quality control checks of the team’s tasks with a view to reporting on them to the hierarchy. 

You will be in charge of supervising events (conferences, seminars) and exhibitions organised in the CoR’s buildings by external bodies, such as regional representations, EU institutions, regional associations and foundations. You will coordinate relations with other EU institutions and event partners, as well as the related budgetary and contractual aspects.

In all these tasks and processes, you will interact closely with a wide range of internal and external stakeholders at political level (e.g. the CoR president’s cabinet and the CoR commissions) and administrative level (e.g. the secretary-general’s cabinet and the Registry), and with institutional partners, experts, speakers, suppliers and communication partners.

You will steer the CoR’s work in the area of AI in the public interest (outreach, civic technology), at the intersection of communication, research and technology. To do this, you will develop analytical frameworks, based on which you will steer projects and supervise the smooth transfer of projects from development to operation of applications and/or platforms. You will ensure delivery in accordance with the operational requirement, in particular with a view to achieving increased outreach to global audiences and regional and local authorities.

Job-specific requirements

  • You are interested in advancing innovation in the communication sector and exploring new technological developments for engagement and outreach.
  • You have a background in either communication or technical aspects and data analysis, with an interest in the other fields concerned (communication and outreach).
  • You are an excellent project manager and team leader, with experience of managing people and large-scale and multi-stakeholder political events. You are also interested in continuing to develop your skills in technology and its application to outreach. You have an aptitude for coordinating inter-departmental and interinstitutional activities related to the unit’s remit, including follow-up on budget issues.
  • You are very knowledgeable about communication and have experience of or interest in organising large-scale events and developing and implementing concepts and programmes.
  • You have experience of conducting research into and analysis of communication trends, audience behaviour and institutional priorities relevant to flagship events.
  • You have experience of collecting, interpreting and presenting data on outreach impact, visibility and stakeholder engagement, while providing evidence-based recommendations to improve future events and communication strategies.
  • You have a thorough knowledge of an official language of the European Union and a satisfactory knowledge of another official language of the European Union. For functional reasons, a very good command of English is required. Knowledge of French is desirable.
  • You are acquainted with the EU institutions, their policies and communication strategies and are aware of the CoR’s political priorities and activities. You are therefore able to identify possible connections and opportunities for CoR communication activities.

Assets

  • Knowledge of other languages would be considered an asset.
  • Knowledge of data analysis tools would be considered an asset.
  • You have the capacity to stay at the forefront of new trends in the area of communication, experience of writing for the internet and social media is an asset and you have motivation to learn to use other specific IT applications and online tools, particularly those facilitating online participation.
