Energy and agriculture reforms under scrutiny by regions and cities

The European Commission's proposals to reform the European Union's long-term budget will form the core of the next plenary session of the European Committee of the Regions, on 1-2 July, with debates and recommendations on climate and energy as well as on agriculture and fisheries. Regions and cities will also provide their perspective on other major budget items, with opinions on the European Social Fund and the Global Europe instrument.

Teresa Ribera, the European Commission's Executive Vice President for Clean, Just and Competitive Transition, will set out the Commission's plans for energy and climate dossiers, while Costas Kadis, European Commissioner for Fisheries and Oceans, will discuss support for fisheries and coastal regions.

In addition, the president of the Bundesrat, Andreas Bovenschulte, will provide the perspective of Germany parliament's upper chamber on the reforms proposed by the European Commission in the 2028-34 Multiannual Financial Framework.

The plenary will open with a debate on the incoming Irish Presidency of the Council of the European Union, with the leaders of three regional assemblies in Ireland providing their perspective.

The plenary will close with a wide-ranging discussion on housing, with contributions from the president of the European Investment Bank, Nadia Calviño, and senior members of the European Parliament.

The CoR will advance cooperation with two institutional partners at the plenary, signing a Memorandum of Understanding with the European Investment Bank and the Swiss Conference of Cantonal Governments, whose president, Markus Dieth, will address CoR members.

The EIB and the CoR will sign a Memorandum of Understanding following the debate.
