Through the eco-support scheme, Oulu's city strategy and environmental programme can be implemented in the form of specific measures and practices at the level of workers. Eco-support staff guide and motivate all public employees to join forces to meet agreed environmental goals.

In January 2012, a climate and energy eco-support scheme was launched in the city of Oulu, under which volunteers in the city are trained to provide eco-support to public employees. The scheme serves to increase environmental responsibility and awareness and to make working methods more environmentally friendly among public employees. Cities, associations of municipalities and other organisations involved in eco-support are committed to promoting environmental responsibility and to appointing and training people to provide eco-support to public employees. The scheme is coordinated by the environmental services of the city of Helsinki.

Eco-support work begins with initial training.

The training is open to all public employees in the city and the scheme is suitable for all fields of municipal activity, such as nurseries, welfare services, administration and the technical sector.

The trainers include the city of Oulu's own experts from Oulu’s facility services, community and environmental services, Oulun Energia, Oulun Vesi (Oulu Water), and those working in the field of environmental action, procurement services and Oulun Digi.
