The energy efficiency of buildings has a significant impact on the energy consumption of our built environment as a whole. The objective of proactive quality control is improved energy efficiency in buildings as well as development of monitoring and energy savings.
Proactive quality control in construction is available in Oulu, both for new construction and for renovation.
• With regard to new construction, Oulu building supervision consists of direction and guidance to house builders through advance construction guidance, quality training, quality guidance and quality assessment systems. Quality control is included in the price of the building permit. Proactive quality control is provided on a project-by-project basis as well as in training sessions, including for large building projects.
• For renovation, assistance is offered to people living in houses in order to reduce their energy bills and, while being aware of the risks involved, to renovate their homes to make them more energy-efficient and increasing their value in the process. To this end, a series of "energy renovation cards" and an energy renovation website have been developed, among other things, and will be further developed, including through development project measures, and through further guidance on improving energy efficiency in apartment buildings.
