What is Territorial Impact Assessment ?
Most EU legislation is implemented at local and regional level. Depending on their characteristics, some sub-national territories may benefit from an EU initiative while others may be negatively affected.
Territorial Impact Assessment (TIA) is about identifying, assessing and addressing possible asymmetric impacts of EU policies and legislation on the different EU territories ex ante (in the design phase).
What does the European Committee of the Regions do on TIA?
The CoR has been working on TIA since 2013 and the adoption of the opinion on "Assessing territorial impacts".
Since 2015, the CoR has organised about 30 TIA ‘Quick Check’ workshops on different policy areas (see reports below).
In February 2023, the CoR renewed its TIA Strategy, focusing on two main objectives:
- To provide CoR rapporteurs with relevant analysis and information that can be used to improve the territorial perspective of CoR opinions;
- To promote TIA among the European institutions as an important element of Better Regulation
