Your job and responsibilities

We are seeking an experienced and passionate Employer Branding & Internal Communication Expert (SNE) to join our team. In this role, you will play a key part in shaping our employer brand and ensuring consistent, engaging internal communications.

As a support to the HR communication officer, you will be responsible for developing and executing a strategic employer branding approach that reflects the values and mission of our institution, with a strong focus on promoting diversity and inclusion. You will enhance our visibility on relevant platforms and networks across the EU, attracting top talents from diverse backgrounds and ensuring our institution is recognised as an employer of choice. Your work will involve close collaboration with HR, Communication and Recruitment teams to create impactful content, initiatives and events that highlight our commitment to an inclusive and supportive workplace culture. Additionally, you will analyse and report on the effectiveness of these initiatives, monitoring key indicators to evaluate their success and their contribution to the CoR institutional priorities.

As for Internal Communication, you will contribute to designing and implementing strategies that foster a unified and inclusive organisational culture. You will support the creation and timely dissemination of internal notices, including newsletters, announcements and updates, through appropriate channels such as the CoR intranet and digital communication platforms. In collaboration with other team members and in coordination with the senior management, you will ensure that messaging is consistent, aligned with broader institutional priorities, and reflects our commitment to diversity and inclusion. Additionally, you will assist in organising internal events, meetings, and engagement activities, and will play an active role in enhancing our communication practices to support a diverse and inclusive work environment.

Who are we? What are the challenges for us ahead? 

The Recruitment and career Unit is part of the Directorate for Human Resources and Finance of the European Committee of the Regions (CoR), composed of five operational units comprising approximatively 70 officials and other staff categories. The Recruitment and career Unit is organised around two sectors: the Recruitment sector and the Career sector. Additionally, the unit includes an HR Communication Officer who plays a key role in supporting our HR communication initiatives. Our dynamic team of 13 staff members represents a rich diversity of EU countries, languages, and cultures.

The Recruitment Sector ensures timely selection and recruitment of all staff categories (officials, temporary/contract/interim agents, seconded national experts, special advisors), management of the organisation staff chart and job descriptions, provides metrics and statistics related to all staff related matters and manages the main HR related tools (SysPer). The Career Sector is responsible for the evaluation and the promotion of all concerned staff categories, organises the certification procedure and manages individual files.

Over the last years, we have collectively managed to streamline and digitalise all our processes while adapting them to a continuously changing institutional and labour market context. As part of our future challenges, we aim to enhance the attractiveness of the CoR through targeted Employer Branding, retain our talents, and provide more mobility options for staff. Eligibility and selection criteria

Candidates for an SNE position must fulfil the following eligibility criteria:

  • be employed by a national, regional or local public authority of an EU Member State or an EU intergovernmental organization;
  • have worked for at least three years, full-time, in an administrative, scientific, technical, advisory or supervisory post;
  • have been in the service of their current employer for at least twelve months; and
  • be able to prove that their employer will continue to pay their salary, maintain their established or contractual employment status and guarantee their social rights and benefits, particularly as regards to social security and pension rights, throughout the period of secondment. Please note that this call for interests aims at recruiting a cost-free national expert. Even if there are no additional financial benefits foreseen pertaining to this position, you will have access to all the working tools, training programs and working conditions of the institution alike the other staff members.

Candidates should fulfill the following selection criteria:

  • You hold a university degree or have equivalent professional experience in Human Resources, Marketing, Communications, International Relations, European Affairs, or a related field.
  • You bring proven experience in employer branding, internal communications, diversity and inclusion or a similar role, ideally within a dynamic or EU-related environment.
  • You possess a good command of English and French;
  • You are familiar with digital communication tools and platforms (e.g., social media, intranet systems, email marketing software, etc.);
  • You have excellent organisational skills, combine the capacity to work efficiently while keeping an eye for detail in order to respect deadlines and the required qualitative standards;
  • You have the ability to think critically and take initiative, you have a sense of responsibility and you adapt easily to quickly changing priorities, even when working under pressure; 
  • You have very good verbal and written communication skills, political awareness and diplomacy;
  • You have a customer-oriented mind set, including availability, flexibility and discretion;
