The fifth ENVE Commission meeting will take place in Łódź, Poland, on Thursday, 2 October 2025 from 11:00 to 17:00. It will be followed by an external conference on ‘Leading a clean and just climate and energy transition in regions and cities’ on Friday, 3 October, from 09:00 to 13:00.

The agenda includes the adoption of two draft opinions:
- Action Plan for Affordable Energy – how to secure affordable, stable and clean energy for all EU cities and regions by rapporteur Hanna Zdanowska (PL/EPP)
- Climate adaptation in cities and regions: building the European Climate Adaptation Plan by rapporteur Matteo Lepore (IT/PES)
After the two opinions are adopted, there will be an exchange of views on the opinion Turning the tide – A local and regional roadmap for water resilience, with co-rapporteurs CoR President Kata Tüttő (HU/PES) and CoR first Vice-President Juanma Moreno (ES/EPP).
Additionally, there will be a Green Deal Helpdesk featuring a presentation on the European Environment Agency’s Environment Report 2025.
The following day, Friday 3 October 2025, from 09:00 to 13:00, the ENVE Commission will hold a conference on ‘Leading a clean and just climate and energy transition in regions and cities’.
The first session will focus on ‘Housing at the heart of the energy transition’, which will be followed by a second session, ‘EU, national and local leaders driving sustainable economic growth’. The final session, ‘Innovative and sustainable industry in Europe’s regions and cities’, will explore the impact of climate change on EU industry.
