The construction sector accounts for 40% of all EU waste. At the same time, some regions import more than 60% of construction materials. Reuse of building materials remains close to zero despite being technically feasible. Fragmented markets, distorted prices and regulatory barriers still favour linear building practices. This is not only an environmental problem. It is a growing constraint on European competitiveness, strategic autonomy and climate goals.

The forthcoming EU Circular Economy Act creates a window of opportunity. Cities and regions are already leading and innovating, from circular concrete programmes and circular procurement to material hubs. But local action will not scale without a strong EU legal framework. Backed by over 50 signatories, initiated by the Capital Region of Denmark together with ICLEI, Île-de-France, the Metropolitan Region of Amsterdam, the City of Amsterdam, the City of Vienna, and the City of Copenhagen, the Call for Action urges the EU to address key needs and potentials within construction towards circularity, reuse and reduction.

At the event, cities, regions and stakeholders from the construction sector will discuss the urgency and future of circular construction. Furthermore, the event marks the formal handover of the joint Call for Action to EU institutions. Through discussions and cross-sector dialogue, it brings together initiators, signatories and EU policymakers to shape the outlook for EU circular construction policy. Hosted by the European Committee of the Regions, organised by the Capital Region of Denmark and the Greater Copenhagen EU Office, in partnership with ICLEI, Noord-Holland, Metropolitan Region of Amsterdam, Île-de-France, City of Amsterdam, City of Vienna and City of Copenhagen.
