Objective

The opinion could, amongst others:
 highlight that the underlying narrative of the Regional Innovation Scoreboard is the key role of innovation eco-systems at regional level;
 express concerns that the Green Deal Communication of December 2019 does not make any references to smart specialisation and the role of regional innovation eco-systems;
 highlight the key role of smart specialisation in implementing the Green Deal by combining major EU missions with a place-based approach;
 underline that a more entrepreneurial role of the state in achieving these missions requires a discovery process at local and regional level, aiming at making strategic choices in order to find tailor-made solutions for sustainable regional development;
 suggest that preparatory expert work is needed towards a new political initiative on a broader concept of smart specialisation aiming for an EU-wide agreement on the guiding principles for example, in the format of a Charter for Smart Specialisation 2.0 which is complementary to the existing tools used for regional economic development planning and implementation
 recommend that the European Institutions make the necessary steps in order to receive substantially more regional-level data from Member States for the indicators concerned;
 propose that links be established between the RIS indicators on the one hand, and related EU policies & strategies and the achievements in their implementation on the other, so that the Scoreboard becomes a tool for development, instead of a tool for monitoring;
 suggest to take measures aiming to tackle the variability of the indicators, in order to render the findings more accurate.

Impact

The CoR has been involved in the preparation of the 2021 edition of the Regional Innovation Scoreboard developed by the EC, with the Rapporteur's contribution to the first relevant interinsitutional meeting organised with Member States' representatives in early January.

Essential points

THE EUROPEAN COMMITTEE OF THE REGIONS

- points out that the RIS provides an assessment of the areas where regions are working well and those that need to focus their efforts on increasing innovation performance. The data should help regions assess the relative strengths and weaknesses of regional research and innovation systems;

- recommends developing clear and understandable synergies between the RIS and other tools the EU uses;

- recommends increasing the synergy between the RIS and the impact assessments carried out by the Joint Research Centre;

- recommends better aligning the 2021 RIS with the new priorities of the post-2020 programming period. Specifically, the European Committee of the Regions recommends drawing up, in cooperation with the Committee itself, a framework for synergies between the RIS and the priorities of the European Research Area , the priorities of the European Commission, such as the European Green Deal and digitalisation, the Commission's research and open science strategy and the upcoming strategic plan for Horizon Europe, as well as developing regional policy objectives and linking them with the smart specialisation strategies;

- recommends that the European Committee of the Regions be more involved in preparing the 2021 RIS, as well as in disseminating it to local and regional authorities through ongoing initiatives such as the Knowledge Exchange Platform (KEP) and Science meets Regions.
