Objective
Reinforce the role of the Committee of the Regions as the institutional representative of more than one million local and regional leaders and network of networks.
Highlight how politically-relevant, democratically elected non-state actors such as LRAs should participate more in the global climate governance as a key condition to meet global climate targets.
Propose a formal recognition of the contribution from subnational governments through Regionally and Locally Determined Contributions (RLDCs) as a complement of Nationally Determined Contributions (NDCs)
Impact
Some of its wording has inspired the European Parliament resolution on COP26.
During COP 26 our general position on the need of mentioning the role of cities and regions and multilevel governance were taken in to account. Even more considering that the text released on 10/11 did not contain any kind of reference.
We also ask for a substantial re-thinking of the entire UNFCCC process, which could open up more to cities and regions. This has obvious issues when moving towards the global scale and cannot happen from one day to the other. It is a process and our efforts in establishing a direct dialogue and potentially an action plan with UNFCCC go in this direction.
The UN Secretary General words to the delegation of Mayors is encouraging :
"Dear mayors,
We are trying to make a small revolution here. Make the institutional relations of local and regional governments to the UN more structural. We need to reinforce the institutional relationship between LRGs and the UN System.
I know what is to be a local leader i have been a local leader myself.
I hope the proposal of the Advisory Board of Local and Regional Governments will be accepted by the membership of the UN."

"The programme of the EU pavilion at United Nations Climate Change Conference COP26 in November 2021 in Glasgow had a number of events dedicated to climate action for cities and regions, including with Committee.
The Commission recognises the central role of Local and Regional Authorities (LRAs) in an ambitious climate policy and its implementation, and looks forward to continue the cooperation with the Committee to ensure that LRAs are consulted and have the means for fulfilling their role in making the climate transition happen.
LRAs have a key role to play in climate action (including adaptation, not just neutrality, of course) and the Commission would like to support them under the European Climate Pact."
Essential points
- fully supports the agreement reached between the European Parliament and the Council on the Climate law, updating the target to "at least 55% reduction" in greenhouse gas emissions by 2030, compared to 1990 levels and requesting a proposal for a 2040 target at the latest six months after the first global stocktake of the Paris Agreement;
- sees that delivering the target of at least 55% of CO2 emissions by 2030 is going to radically change the way we organise cities, regions and communities of people. The COVID-19 outbreak, the new climate targets and the ongoing consequences of climate change will bring structural changes to European societies that will pose challenges to LRAs as they are the closest administrations and public authority to both people and territories;
- reiterates its support for a system of Regionally and Locally Determined Contributions (RLDCs) to formally acknowledge, monitor and encourage the reduction of carbon emissions by cities, local governments and regions globally;
- sees the UNFCCC's COP26 as a crucial milestone in cementing the EU at the forefront of global climate action and stresses that ongoing activities and commitments by regions and cities should have a strong role in the preparation for, and gain official visibility at, COP26;
- considers the Edinburgh Declaration on biodiversity as the strongest ever document in recognition, engagement and empowerment of local and regional governments in any UN process; suggests that a similar approach must be replicated and extended to other UN bodies.
