Objective
• To propose decentralised solutions that can contribute to decarbonise and democratise a clean energy transition.
• To support the sustainable deployment of renewable energies in order to achieve a decarbonised electricity system by 2035.
• To set up one-stop-shops to provide advice, information and tailored solutions on energy related matters to households, small and medium companies and local communities.
• To boost new businesses models, energy sharing schemes and local consumers investment in local generation facilities.
• To showcase the great potential in further strengthening LRAs in order to achieve a people-oriented energy transition.
Impact
The European Parliament and CoR amendments on customer's rights and access to information were included in the final agreement.
Key CoR priorities on local energy planning, one stop shops and permitting procedures have been incorporated in other legislative texts such as the Energy Efficiency Directive and the Renewable Energy Directive. In order to avoid overlapping lesgilation the regulation on the Electricity Market Design has not prominently addressed these important issues.
Most of the CoR proposals on energy sharing have not been included in the final agreement. The Commission reiterates that it is under the responsability of Member States to implement current legislation on energy sharing. New reporting obligations as suggested by the CoR have not been included in the final agreement to avoid burdensome requirements to operators. Nevertheless, the new regulation recognises the role of local and regional authorities to promote energy sharing initiatives and the local dimension of the energy transition.
The direct price support schemes, as proposed by the CoR opinion, will be based on a competitive bidding and will include new provisions to support small scale installations and vulnerable consumers. These support schemes will not be aligned with the principle of cost neutrality proposed by the CoR opinion, according to the Commission this principle could interfere with the decisions of Member States.The CoR opinion addressed the need of new financial mechanisms under the Electrictiy Market Design Regulation. These financial tools have been finally incorporated to the governance regulation.
