THE EUROPEAN COMMITTEE OF THE REGIONS (CoR)

 welcomes the Clean Industrial Deal as an overdue growth strategy to decarbonise and drive competitiveness for EU industries while promoting a more sustainable, resilient, digitalised and innovative economy;

 stresses the need for a strong territorial dimension and the support of regional ecosystems to ensure effective implementation, and for a place-based approach through partnerships of all levels of government, taking into account the diverse industrial strengths and vulnerabilities of Europe’s territories and the division of powers within the Member States;

 emphasises the need for more efficient and parallel permitting procedures while allowing for sufficient time for local and regional democratic processes; welcomes the notified industrial policy simplification measures for businesses and industry, ensuring that reduced regulation in the private sector does not increase the administrative burden of the public sector;

 points out that there is an urgent need to better coordinate EU funding to help LRAs and industry find the right resources and access financial instruments without heavy administrative burdens;

 stresses the urgent need to increase production and supply of clean energy within the EU; calls for a binding EU framework to phase out all direct and indirect fossil fuel subsidies by 2030; underlines the need for the EU framework to maintain a technology-neutral approach for decarbonisation and welcomes in this sense the recognition of nuclear power as a strategic technology; calls for developing the EU electricity market regulation to increase the focus on peak power demand;

 advocates fair and free trade and industrial policies that work in tandem to protect regional industries from unfair external competition;

 stresses the need to accelerate the uptake of circular economy principles; highlights the importance of LRAs collaborating with businesses, universities and vocational schools in order to create ecosystems of skills development; and

 recognises that public procurement provides great leverage for pursuing strategic interests and priorities, including sustainability and resilience. However, new legal demands must be proportionate, not infringing on the basic function of procurement.
