Essential points
- emphasises that, within the partnership framework, multi-level governance must clearly distinguish the roles and institutional competences of national and regional authorities. Calls for the explicit inclusion of the relevant regional authorities as co-decision makers alongside the Member States, enabling them to act as managing authorities;
- requests that the CAP network directly involve the regions in its work to plan and to monitor the implementation and evaluation of the agriculture part of the NRP plans;
- stresses the need to take into account the highly diverse conditions and characteristics of agriculture in the Member States and at the level of individual regions. This requires, on the one hand, allowing for flexibility, and on the other hand, ensuring a level playing field among Member States and regions;
- welcomes degressive area-based income support and calls for a clearer definition of a ’farmer' and for the implementation of redistributive payments to reduce inequality and support young farmers, small family farms and farms operating in areas facing natural constraints;
- proposes reducing the level of national cofinancing to 20% for agri-environmental and climate actions to encourage Member States to invest in these measures;
- suggests shortening food supply chains by strengthening local and regional markets, thereby supporting the objectives of the Farm to Fork Strategy, reducing logistical costs, increasing producers’ incomes and improving access to fresh, local food.
