Cities can address global challenges by leading by example, enhancing local resilience and quality of life, creating economic opportunities, promoting environmental stewardship, and catalysing climate action.


Turku is dedicated to achieving carbon neutrality by 2029 and aims to become climate positive thereafter. The city's Climate Plan was updated in May 2022 with the goal of inspiring, encouraging, and supporting climate actions across all sectors of society.


Efforts are being made to mobilise citizens, communities, businesses, stakeholders, development partners, and universities—essentially the entire civil society—to contribute to creating climate actions and implementing a carbon-neutral Turku.


To meet the climate targets, the project emphasises reaching a carbon-neutral energy system and increasing the use of renewable energy sources. It is crucial to reduce emissions from mobility systems, which involves developing a sustainable community structure and promoting low-carbon construction. Strengthening biodiversity and enhancing carbon sinks are important aspects, with measures being developed for effective offsetting.


The Climate Plan outlines strategies for implementing the Turku City Group’s climate responsibility while fostering the growth of climate business and innovations. Higher education institutions in Turku are prioritised for reinforcing research, training, and innovation activities that can contribute to climate and circular economy solutions. At all educational levels, there is a focus on enhancing climate expertise.


The city is also preparing for the impacts of climate change effectively and comprehensively. Analyses of risks, vulnerabilities, and effects will be conducted at least once every council term, with preparedness measures being implemented to address these challenges.
