Launched in Berlin (URC 2024) and further developed in Rome (URC 2025), TIPS4UA has now entered a new implementation phase in 2026, bringing together 31 EU hosts and 49 UA municipalities, as well as 5 regional EU and UA authorities. Led by the European Committee of the Regions in cooperation with U‑LEAD with Europe, the programme combines training, internships in EU host administrations and continuous peer learning to strengthen project management capacities for Ukraine’s recovery and EU accession. 

Taking place within the framework of the Ukraine Recovery Conference 2026, this side event showcases the evolution of TIPS4UA as a flagship capacity‑building initiative for Ukrainian local and regional authorities. 

It will bring together participants from both the 2025 pilot phase and the 2026 edition, offering perspectives from different stages of the programme. 

The discussion will present early results, highlight concrete experiences from participating municipalities and regions, and demonstrate how the programme supports durable partnerships between Ukrainian and EU local governments. It will also promote the next call for participation (2027), encouraging further engagement in this growing European community of practice.
