The green budget: integrating the green approach into the budget along with a gender perspective in Andalusia

In Andalusia, integrating the green approach into the budget is key to mainstreaming the budget, and this is an opportunity to overcome the current climate, health and economic crisis, redirect investment and create sustainable jobs.

Andalusia has a strong institutional and regulatory framework for combatting climate change. This is highlighted in particular by Law 8/2018, which establishes the need for the budget to be linked to environmental action by means of measures to combat climate change and achieve a transition to a new energy model, in line with the Paris Agreement, the Sustainable Development Goals and the European Green Deal.

The public budget is the cross-cutting tool that sets the political priorities and has therefore been chosen by Andalusia as a tool to ensure that public actions are oriented towards gender equality and the fight against climate change, given that there are clear synergies.

Integrating the green approach into the budget along with a gender perspective, given Andalusia's experience in developing the latter, will help to reorient public and private investment, consumption and taxation towards green and equality-related priorities, promoting sustainable job creation.

The following actions are being carried out in Andalusia:

• Publication of a report with indicators that measure the impact of budgetary actions on climate change

• Financial allocation, by means of an order, for projects promoting integration of the environmental perspective into the Andalusian budget, under the Green Budget Fund

• Project for a comprehensive review of the Andalusian taxation system.
