Graz Climate Protection Plan is a perfect example of a well-grounded local climate protection strategy.

Graz Climate Protection Plan as a local implementation strategy including the following principles:

  • reliable calculated net-zero targets
  • iterative action plans
  • principle of "Reversion of Roles"
  • cost-benefit analysis of local investments in GHG-reduction
  • continuous monitoring of target achievement and the resulting interim assessments


Phases:

  1. Preparation of an opening balance sheet to present the initial situation of GHG emissions and the necessary climate protection targets (already completed); Net-zero goal in the municipal administration: by 2030; city-wide: by 2040 at the latest.
  2. Development and implementation of continuously iterative action plans that specify the measures through which the necessary GHG reduction path can be followed, including an associated cost-benefit analysis of local investments into GHG-reduction; Principle of "Reversion of Roles": all local entities are to become active in this regard on their own initiative. The City of Graz implements "push and pull" measures wherever possible.
  3. Carrying out a continuous implementation process for the measures, ongoing monitoring of target achievement and the resulting interim assessments until the target is fully achieved (started in 2022).
