Objective
• To propose stable regulatory frameworks and a direct access to funding to deliver integrated, cross-sectoral actions that contribute to the implementation of the SDGs and the Paris Agreement, driven by local needs and context, within such a diverse Europe;
• To create a European Regional Scoreboard for the Green Deal with clear, transparent and consistent indicators at regional level to monitor and track progress on the implementation of climate legislation and assess the needs for the Green Recovery. Such indicators could also serve as a knowledge tool to help representing the diversity of territories' needs, identifying and replicating best practices.

Essential points
This opinion wishes to highlight the role of LRAs in ensuring the Green Deal can become the best possible tool for the implementation of a sustainable, climate-neutral Europe. This goal can only be reached through guaranteeing open, consultative processes across levels of governments, and by allowing the local and regional level to drive forward the green recovery with the appropriate tools:
• Multi-level Platforms and dialogues to deliver structured, inclusive participation of LRAs in the planning and implementation of the national plans, including recovery and resilience plans;
• Stable regulatory frameworks and direct access to funding to deliver integrated, cross-sectoral actions that contribute to the implementation of the SDGs and the Paris Agreement at local level driven by local needs and context, within such a diverse Europe;
• A European Regional Scoreboard for the Green Deal with clear, transparent and consistent indicators to track progress of the implementation of climate action and Green Recovery at regional level.
