Climate change mitigation and adaptation strategy for the Emilia-Romagna Region

The Emilia-Romagna strategy is relevant because it doesn't replace existing plans, it creates coherence by tackling mitigation and adaptation at the same time; it has created a governance and coordination Platform useful to engage all stakeholders and citizens including for better use of structural funds.

The Emilia-Romagna Region has always been at the forefront of the climate change challenge, in line with the 2013 EU Strategy on Adaptation to Climate Change and, more recently, the 2015 Paris Agreement. In 2015 the Region signed the Under2Memorandum of Understanding, which commits the Region to an 80% reduction of its emissions by 2050, and in 2018, adopted the "Mitigation and adaptation strategy for the Emilia-Romagna Region".

In general terms the "Mitigation and Adaptation Strategy" can be summarised into its key objectives:

  • To promote the Region's actions, plans and programmes on mitigation and adaptation to climate change, specifically in order to ensure coherence with actions already in place to lessen GHG emissions;
  • To develop and enhance measures and actions to be put forward within each different thematic cluster, taking into due account the policy plans already in place, in order to improve the harmonisation of regional programmes with the Strategy's guidelines;
  • To define the monitoring criteria of evaluation, taking into due account those already defined by both the SEA (Strategic Environmental Assessment) and VALSAT (Environmental and Territorial Sustainability Assessment) and for the operational programmes of the Structural Funds);
  • To create a monitoring office for the implementation and effectiveness of the actions taken within the Strategy's framework;
  • To create a channel of cooperation and dialogue with local stakeholders and citizens in order to ensure their activities are in line with the mitigation and adaptation measures.
