The 6th NAT commission meeting will take place on Wednesday 19 November 2025 at the European Committee of the Regions, Rue Belliard 99-101, Brussels room JDE 52. 

This meeting will be fully on-site. The public can follow the meeting in the listening room JDE53.  

For security reasons you need contact the NAT secretariat at the latest on the 14 November 2025 if you wish to participate in person.  

This meeting will also be web streamed. 

Highlights of the meeting on 19 November  2025

There will be a debate on MFF and NAT related policies with:

  • Sari RAUTIO (FI/EPP) Member of the COTER commission rapporteur for the opinion on "Multiannual Financial Framework (MFF) post 2027, including own resources package"
  • Vasco Alvez CORDEIRO (PT/PES) member of the COTER commission and co-rapporteur for the opinion on "National and Regional Partnership Plans – NRPP"
  • Piotr CAŁBECKI (PL/EPP)1 – rapporteur for the opinion on "Common Agriculture Policy for the period from 2028 to 2034 (CAP)"
  • Luca MENESINI (IT/PES), rapporteur for the Performance Framework Regulation replacing Alessio MAMMI (IT/PES) – rapporteur for the opinion on ‘The common market organisation in agricultural products and EU School scheme’
  • Thibaut GUIGNARD (FR/EPP) – NAT rapporteur for the opinion on ‘Common Fisheries Policy, to the European Ocean Pact and of the Union’s maritime and aquaculture policy’
  • Adam BANASZAK (PL/EA) – rapporteur for the opinion on "Union Civil Protection Mechanism" 

The following opinions will be discussed:

Joining forces, two NAT rapporteurs János Ádám KARÁCSONY (HU/ECR) and Antonio AURIGEMMA (IT/ECR) will discuss together with the cabinet of Commissioner for Preparedness and Crisis Management two EU initiatives launched under the Preparedness Union agenda: an EU Stockpiling Strategy and a Medical Countermeasures Strategy. Both are designed to improve access to essential goods for European citizens and societies, businesses and economies – ensuring continuity of essential goods and lifesaving medical supplies at all times, in particular during crises such as major energy blackouts, natural disasters, conflicts or pandemics.

Member stories: ViDeS: Artificial Intelligence to Prevent Gender-Based Violence

Combining expertise in epidemiology, computer science, psychology, and medicine the ViDeS project, presented by President Alberto CIRIO (IT/EPP), enhances the identification and documentation of violence cases. Developed and tested in Piedmont, the special algorithm identifies victims of violence on the basis of medical records from emergency room, increasing chances of timely intervention and preventing femicide.

The CoR Bureau Rapporteur for Gender Equality, Carina OHLSSON (SE/PES), will comment on this presentation, triggering a debate on women's rights, fight against gender-based violence and the role of technology - and human involvement - in healthcare settings.

Presentation of the updated Vulnerability Dashboard 

The Disaster Risk Management unit of the Joint Research Centre of the European Commission, responsible for developing and maintaining the territorial Vulnerability Dashboard has just released an update with the latest available data along with some other changes to make it more user-friendly and encourage its uptake by local and regional policymakers.
