Objective
To reflect the experience and perspective of LRAs in delivering the mobility transition objectives set out under the Smart and Sustainable Mobility Strategy (SSMS) and EU Green Deal on the ground in urban areas.
To highlight bottlnecks facing LRAs and indicate areas where reinforced cooperation between the LRA and EU levels are required.
To emphasise the importance of combatting mobility poverty and ensuring an inclusive approach (connectivity of peri-urban and surrounding rural areas, inclusion by design).
To secure the participation of the CoR in the European Commission's reformed Expert Group on Urban Mobility (EGUM).

Impact
Adopted on 8 May 2023, the EP resolution takes up a series of recommendations set out in the CoR opinion, including on the need to address transport poverty and to examine possible financial incentives such as reduced price mobility schemes or other forms of mobility support. It also echoes the CoR's call for an EU car-free day and for targeted road safety measures such as 30 km/h speed limits in certain areas of cities in order to further untap the potential contribution of active mobility to the green transition. On multimodality, the EP resolution echoes the CoR's call for EU support to accelerate progress towards single-ticketing across all public transport modes and for policy measures to facilitate interchange between different transport modes, including active and micro-mobility.
As an observer member of the European Commission's reformed Expert Group on Urban Mobility (EGUM), the CoR and will continue to support the uptake of these and other recommendations set out in the CoR opinion in the group's work on the preparation of the European Commission's future guidelines and policy recommendations in the field of urban mobility.

- emphasises the environmental and societal benefits of active mobility such as walking and cycling, including particularly in the domain of public health, and calls for an ambitious approach in the forthcoming updated SUMP guidance;
- regrets […] that the most polluting transport modes in cities occupy the largest part of public space dedicated to mobility; requests urgently that the European Commission encourage, through new financing, local authorities to give this space back to more active mobility and strong and well-structured public transport; [recalls that] about half of all motorised trips for the transport of goods within European cities could be shifted to bicycles;

- calls for an EU-wide exchange of best practices on the affordability of public transport; further asks the European Commission to conduct a study on the feasibility of implementing a free public transport system across the EU in order to incentivise modal shift.
